WHO WE ARE HIRING: PMP Certified Senior Project Manager - Remote
WHAT YOU WILL DO:
HHS Technology Group is hiring a PMP Certified Senior Project Manager to develop and maintain the integrated project schedule and provide requirements management for the California Automated Lobbying and Campaign Contributions and Expenditure Search System CAL-ACCESS Replacement System (CARS) Project.
Responsibilities:
Planning and Reporting
- Submit monthly status reports (MSRs) showing the planned, actual, and completed activities; expenditures; and issues for Contractor tasks for the current reporting period. The report shall be due by the tenth (10th) calendar day of each month.
Project Scheduling Activities
- Provide updates, at a minimum quarterly, to the CARS Schedule Management Plan to align with the active schedule management methodology, processes, and procedures in place.
- Lead the project schedule management effort by developing and managing the complex integrated workplans, templates, and charts used to report progress and monitor risk from all stakeholders and to advise management of scheduling issues.
- Collaborate with management and other stakeholders to compare status, identify disparities, and provide input to the resolution of potential schedule and resource conflicts.
- Ensure all deliverables, tasks, milestones, resource allocations, and dependencies (predecessors/successors) are tracked in the CARS Integrated Project Schedule. Perform risk analysis and identify and resolve critical path concerns.
- Work with the CARS Project Team to provide schedule updates for budget and project planning and approval documents, and to ensure sufficient schedule and resource availability for review and approval of contractor deliverables.
- Coordinate the weekly collection and distribution of schedule-related task information (i.e., status, assignments, and work completed by staff) and work completed by all stakeholders.
- Coordinate and manage schedule inputs, including identifying and tracking system change requests and incorporating them into the CARS Integrated Project Schedule.
- Facilitate schedule development activities, schedule tracking, schedule analysis, schedule reporting, and all supporting schedule documentation. Work with various business areas and stakeholders to build out their tasks and schedules, including the SOS Political Reform Division, Project Management Office and Information Technology Division, as well as contracted services (i.e., organizational change management, independent verification & validation, and procurement support), and external stakeholder groups (i.e., partner agencies, software vendors/service providers, and data consumers).
- Provide regularly scheduled CARS Project schedule management training to State staff. Provide ongoing support as needed.
- Develop, monitor, analyze, and update the CARS Integrated Project Schedule and any supporting project schedules using SOS requirements, industry standards and best practices. Save new version to the CARS SharePoint site on a weekly basis.
- Integrate concurrent schedule cross-functionally utilizing sophisticated technology tools (i.e., Gantt, Project Evaluation and Review Technique, milestone charts, and other best practices project management techniques) to incorporate different levels of progress to create customized reporting for different stakeholders (i.e., executive level, two- week view, contractor-specific, etc.).
- Prepare as needed reports on project delays, risks, and issues that prevent adherence to scheduled activities.
Requirements of Management Activities
- Prepare monthly Requirements Update Report that includes, at a minimum, work completed, work upcoming, current status, updates made since last report, risk or issues, and proposed requirement changes.
- Present requirements-related risks and issues and propose mitigation strategies.
- Actively monitor and manage backlog items and requirements. Ensure requirements are updated by the appropriate owners and that all appropriate information and steps have been accurately documented.
- Manage and monitor requirements traceability matrix and validation of requirements.
- Review and analyze current requirements, business rules, and use cases. Assist with refinement of mid-level requirements and build out of detailed requirements, business rules, and use cases.
- Develop queries and dashboard within requirements management tool for real time display of requirements status. Ensure dashboard is accurate and producing relevant reports.
- Maintain the CARS requirements management tool and processes that enable end-to-end requirements traceability functionality from objectives to mid-level requirements to solution requirements to use cases to UAT scripts and to defects. The tool should be configured to allow the SOS to determine which requirements have been met by test cases, and which are still unmet.
- Finish build out of requirements repository within the CARS Microsoft Azure DevOps, working closely with the CARS Project Team to ensure requirements are imported and that setup of cross connections, dependencies, business rules, and administrative templates are complete.
- Review and analyze the CARS requirements management tool and recommend improvements, and work collaboratively with the CARS Project Team to institute process improvements.
- Provide updates, at a minimum quarterly, to the CARS Requirements Management Plan to align
- Lead requirements review and analysis as part of the change request process. Facilitate review of new or updated requirements and ensure updates are reflected in the requirements management tool.
Required Experience
- At least two (2) years of demonstrated experience with integrated and very detailed workplans, utilizing sophisticated technology tools (i.e., Gantt, PERT, milestone charts, and other best practices project management techniques) to incorporate different levels of progress in customized reports.
- At least three (3) years within the last seven (7) years of demonstrated experience using Microsoft Project to plan, develop, maintain, and report on highly complex integrated master schedules and workplans for an IT project of similar size and complexity as the CARS Project.
- At least two (2) years of demonstrated experience facilitating discussions with stakeholders for data gathering and workplan development.
- At least three (3) years within the last seven (7) of demonstrated experience managing highly complex integrated master schedules and workplans using industry best practices and standards (e.g., Institute of Electrical and Electronic Engineers, Project Management Body of Knowledge, and/or Software Engineering Institute).
- At least two (2) years within the last seven (7) years of demonstrated experience in creating queries and reporting for dashboards, pipeline reports, etc. in Microsoft Azure DevOps.
- At least two (2) years managing end-to-end traceability of requirements on at least one government IT project.
- A minimum of seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.
- At least three (3) years within the last seven (7) years of demonstrated experience building and maintaining a requirements repository on an IT project of similar size and complexity to the CARS Project.
- At least two (2) years of demonstrated experience scheduling change management and/or work authorization changes on an IT project of similar size and complexity to the CARS Project.
- At least two (2) years within the last seven (7) years of demonstrated experience using Microsoft Azure DevOps including Requirements Management, Project Management, and Team Collaboration features of Azure DevOps for requirements management and traceability for an IT project of similar size and complexity to the CARS Project.
Preferred Experience
- Experience with project management approaches, tools, and phases of the CDT Project Approval Lifecycle.
- Possession of the PMI Scheduling Professional (PMI-SP)® or "Microsoft Project Certification" accreditation (must provide copy of certification).
- Knowledge of California campaign finance, lobbying, and electronic filing information and requirements.
- Possession of the PMI Project Management Professional (PMI-PMP)® certification (must provide copy of certification).
Education and Certification
- Additional qualifying experience may be substituted for the required education on a year-for-year basis. The PMP certification is required and may not be substituted with additional experience.
- A bachelor’s degree
- A valid Project Management Professional (PMP) certification from the Project Management Institute (PMI)
