Job Description


The Iowa Department of Health and Human Services (HHS), Iowa Medicaid Division, is seeking a self-motivated, detail-orientated, dedicated professional to fill the role of Medicaid Project Manager.


Medicaid is a state-federal funded program that is administered by the Iowa Department of Health and Human Services and is the second largest insurance program in the State of Iowa. This key position develops program/project plans including mission statements, goals, objectives, policies, and procedures. Determines necessary financial/technological resources, staffing requirements, and evaluation/reporting procedures.


Actively participates in change control processes to review, document, report out, and manage changes to project scope, timelines, budget, and completion. Follows escalation procedures for leadership decision making. Will ensure compliance with state and federal regulations and to eliminate duplication or competing resources or processes, as appropriate.


Identifies interrelatedness of project resources (inclusive of technology or contractual agreements), to provide oversight of complex immediate and long-term projects.


Continually collaborates with internal and external staff to assess feasibility of project timelines and implementation methodology. Interfaces as needed with contractors.


Attends department planning and policy level meetings, providing necessary input through planning, analysis, and recommended solutions.


Facilitates meetings, both internal and external, with Medicaid staff, contractors, managed care organizations, stakeholders, legislators, and the public to further Medicaid initiatives.


Develops a common methodology for managing projects, including structures, evaluating/analysis of effectiveness of methodologies, and provides guidance and advice to the DHS and IME leadership personnel, as well as other key stakeholders throughout the life of a project.


For major initiatives, will coordinate, track, and report out on activities of the project life cycle from planning, approvals (state and federal), procurements, discovery/design, implementation, and post reporting requirements.


Identifies or develops tools to assist Medicaid staff in developing, implementing, and tracking projects or initiatives. Provides training and support to staff on how to leverage project management tools for successful implementation of projects or initiatives.


Provides analysis of scheduled performance targets or goal and provides recommendations for enhancements, cost saving initiatives and process improvements.


Conducts assessments and evaluates operational issues, while researching alternatives or drafting justifications to move a process forward.


Understands programmatic and technical requirements of agency objectives and performance measures to manage both immediate and future agency major/complex initiatives in collaboration with DHS and IME leadership personnel. Responsible for driving resolution of programmatic issues in collaboration with DHS and IME leadership personnel.


Prepares and/or coordinates development of legislative position papers, supports documents and prepares correspondence pertaining to legislation. Accurately and clearly conveys the public impact of the legislative proposals and concept as well as interrelatedness of issues across DHS programs and services to members of the General Assembly, constituents, and the public. This requires knowledge of public policy issues, budget implications, agency operations. Information must be accurate so that it may be relied upon in making policy decisions.


Assists the Medicaid Director and IME leadership in carrying out legislative or other mandated policy related work. Ensuring the implementation of work groups, reports and rules are developed, tracked, and submitted to meet the necessary deadlines that have been stated in legislation.


Conducts both Federal and State research looking for potential funding, future regulatory issues and legislative opportunities for additional funding or collaborations that will assist the agency in providing quality care to the citizens of Iowa.


Successful Candidates Will


  • Actively seek and include agency leadership, program managers/sponsors and stakeholders to bring accountability to work and context to the message in various modes of communication.
  • Provide consolidated tracking and reporting portfolios to provide agency leadership with project status monitoring.
  • Provide agency leadership with data supported business case proposals aligned to meet agency strategic planning andinterconnectedness of programmatic issues.
  • Be proficienct in (Microsoft Office Suite + PowerPoint/SharePoint).
  • Be detail oriented and able to handle multiple tasks efficiently and effectively.
  • Effectively comprehend and utilize complex federal requirements, state rules, and department program processes in project design and governance.
  • Prioritize work assignments to effectively meet deadlines.
  • Align behavior with the needs, priorities and goals of the organization.
  • Communicate effectively to inform and foster productive relationships.
  • Utilize project management principles and practices, provide leadership to prioritize, facilitate and effectively manage resources and tasks required for the design and implementation of immediate and long-term complex agencyinitiatives.

This is a non-merit position with the Department of Health & Human Services - Central Office.


Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.


Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Three years of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and
  • All of the following (a, b, and c):
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
