Summary Of Position


Under the supervision of the Director of Organizational Development and Performance Management, the Performance Manager will assume a strategic role in the day-to-day planning, implementing, and managing of all activities of the city’s performance management system. The incumbent will be charged with further developing a city-wide, high performing, values and data-driven culture of innovation, operational excellence, employee engagement, continuous improvement, strategic and operational analysis, and more data-based decision making throughout the entire organization.

Essential Duties And Responsibilities


  • Possesses a strong vision for how performance management functions will be integrated into city-wide daily operations; communicates and inspires others to work towards this vision.
  • Designs, develops, and implements systems that align organizational practices and processes with nationally-recognized performance criteria or standards, such as those found at Malcolm Baldrige, The Denver Peak Academy, or through Lean Six Sigma.
  • Leads and implements strategies and actions that directly support the city’s goals and strategic plan.
  • Develops and implements long and short-range plans for the Performance Management Office.
  • Works with departments to ensure their policies and plans align with the city’s vision and core values.
  • Complies with all written City policies and procedures.
  • Implements strategies and processes to promote city-wide efficiency, creativity, continuous improvement, and excellence.
  • Acts as an internal consulting service to provide departments with support in the areas of innovation, transparency/openness, analytics, efficiency, and process/performance improvement..
  • Presents information on projects and research to City Council, executive team, directors and others.
  • Develops, implements, and maintains a standardized, data-driven process whereby innovative ideas and changes are analyzed, summarized, and exported to other departments throughout the city.
  • Develops benchmarks and metrics to measure performance relative to Council goals and strategies.
  • Supports department directors in the development and implementation of departmental-level goals, objectives, policies, benchmarks and metrics that directly support the executive leadership’s priorities.
  • Manages and regularly updates the city’s public-facing performance dashboard.
  • Elicits respect and trust through actions, expertise, integrity and leadership by example.

  • Knowledge specific to area of assignment in the utilization of technical tools, practices or methods.
  • Knowledge of SAP and other software programs, applications, and computer systems, such as ArcGIS, City Works, and Oracle.
  • Skill in resolving complex customer complaints and concerns.
  • Ability to contribute as a team member and treat co-workers, subordinates and customers with respect.
  • Knowledge of management principles that lead to both operational excellence and high staff morale.
  • Skill in broad-based collaboration, which include: establishing cooperative working relationships with all levels of employees; effectively building consensus and focus with a diverse range of people.

Required Qualifications


MINIMUM QUALIFICATIONS


Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute for the below specified education and experience requirements.


This position requires a Bachelor’s in Business Administration, Public Administration or a closely related field (with Master’s preferred). Ability to operate and lead change across multiple organizational units. Strong communicative skills (verbal and written), as well excellent interpersonal skills and a strong commitment to teamwork and collaboration. A strong computer/data analytics background preferred.


CONDITIONS OF EMPLOYMENT


  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License


Physical Demands/Supplemental


PHYSICAL DEMANDS


Light to sedentary physical work requiring the ability to lift a maximum of 50 pounds; occasional lifting, carrying, walking, bending, reaching above shoulder, climbing, pushing, pulling, and standing; speech/verbal communication and hearing to maintain communication with employees, management, and citizens; vision for data analysis and preparation; hand/eye coordination for operation of computer, calculator, and for performing other audit related tasks.


WORK ENVIRONMENT


Primarily works in a clean, comfortable office environment.
