Manager, Project Management Office (PMO)
Oregon, Washington, Idaho, Utah
The Manager Project Management Office (PMO) oversees all aspects of the effective delivery of designated enterprise portfolio projects including scope, schedule, budget, business requirements and testing. The PMO Manager directly resources and manages the work of program manager, project managers and enterprise analysts (business analysts) and other PMO support staff to ensure the needed skill, synergy, coordination and socialization for successful delivery. To effectively carry out this role, the PMO Manager is accountable to establish methodologies and ensure discipline related to scope, requirements, process flows, schedules, budgets, risks and issues. The PMO Manager provides leadership in the form of best practices and supporting tools, technology and training. This role is accountable to engage and ensure that PMO artifacts and deliverables harmonize with and are useful to other dependent roles and functions involved in delivery, including business, IT and testing at all levels.
General Functions and Outcomes
  • In conjunction with division leadership, establishes long-term goals for department and adapts operational plans as changes occur.
  • Stays current on new project management and requirements management methodology and contributes to the development of, and ensures adherence to company adopted project management methods.
  • Acts as the primary interface with senior management, various boards and steering committees, and business function managers to ensure the project achieves the intended business results. Manages rather than reacts to sponsor initiated pre-project launch activities. Optimizes executive leadership and sponsor engagement.
  • Identify, prioritize and implement process improvement opportunities.
  • Manages financial targets and department budget, authorizes expenditures, monitors workforce allocation and resources, and oversees project plans.
  • Handles all management level responsibilities for staff, including performance reviews, employee development, hiring, coaching, counseling, and retention. Develops direct reports and participates in talent management activities.
  • Develop a strong team that excel at working across the company in delivering an excellent end to end project management experience. Ensures staff is appropriately trained for current and future business. Ensures that assigned staff members understand and use project management methods, process, procedures and tools.
  • Responsible for project outcomes through effective project planning, task definition, scope management, resource allocation, release planning and negotiation, risk mitigation, cost management and stakeholder communication.
  • Partners with DTS to ensure coordination of methodology, practices, and artifacts throughout the development life cycle, and drives improved communication and education of business and technical partners as cross-functional processes are enhanced using PRO and related methods. Fosters collaborative relationships with business unites; acts as a liaison between customers and project management staff to continuously improve service and enhance effectiveness.
  • Provides overall guidance/facilitation for Requirements methodology execution in support of programs and projects, and ensures well-disciplined business process management protocols for the company from inception to deployment.
  • Regularly communicates organizational objectives and team goals. Monitors results and metrics to ensure deliverables are met and compliance with department and regulatory standards. Collaborates with other leaders and across departments to resolve issues.
  • Develops and implements systems, policies and procedures for functional areas. Analyzes work flows to optimize business process and compliance, identify system business requirements and continuously improve processes and outcomes.
  • Manages and maintains enhanced project performance monitoring and control capabilities via variance reporting, issues management and change control, as assessed by leadership.
Minimum Requirements
  • Exceptional communication, presentation and facilitation skills with all levels of the organization, including the ability to resolve issues and build consensus among groups of diverse stakeholders including highly visible and sensitive communications
  • Ability to develop and implement new approaches, processes and methodologies.
  • Working knowledge of project management principles, such as those defined in the Project Management Body of Knowledge (PMBOK).
  • Demonstrated experience in budgeting, change management, client management, project management methodology, Agile methodology, business life cycle, mission/vision/strategy, project planning and organization, risk management and resource management and issue management.
  • Ability to develop a team, including: hiring, goal setting, coaching and development (including supervisors and/or employees who may be in multiple locations or work remotely). Ability to manage and direct the work of highly creative and analytical teams.
  • Ability to coordinate initiatives and bring people together across multiple locations, lines of businesses, and functions, work with ambiguity and build successful relationships.
  • Demonstrated success at project management in the execution of large-scale, concurrent projects. (Greater than $20 million with team of 75 plus)
  • Experience managing the development and implementation of business analysis processing including; requirements gathering, documentation and client relationship development, enterprise business models, especially insurance, health care and financial services in a complex organizational setting.
Manager Project Management Office would have a Bachelor’s degree in Business, or related field, 5 years’ experience in a management/leadership role, preferably in project management or enterprise business analysis, and 10 years of IT and business work experience with 5-7 years of experience in program/project management or a combination of education and experience.
Required Licenses, Certifications, Registration, Etc.
Certification in Project Management strongly preferred.
Lean/Six Sigma preferred.

The expected hiring range for a Manager, Project Management Office is $142,500-193,500, depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 25% . The current full salary range for this role is $134,000-218,500.
Base pay is just part of the compensation package at Cambia that is supplemented with an exceptional 401(k) match, bonus opportunity and other benefits.
