This position will have the opportunity to participate in a fully remote schedule; however, may be requested to come into the office for business reasons, upon request by the hiring manager. **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

  • Employee training and development, supervisor training and development, employee engagement, workforce planning, team building, the Cornerstone Learning Management System (LMS), and implementing mandatory training.
Description of Job


This position performs the learning management system (LMS) administrator technical and administrative functions. The LMS administrator is responsible for the maintenance of content, assets, and other resources used for learning and development including statewide compliance and cyber security awareness training; as well as the performance management program for the organization. The system administrator ensures the operational performance of the LMS, other CDEC eLearning platforms available for internal staff; and the performance management program (PMP). This position provides administrative support and accountability for the system including daily administration, reporting, employee inquiries/education, and consulting with internal customers serving as the subject matter expert for the system and continuing operations of the system to serve the learning and performance management program needs of the organization. Additionally, this position assists the unit with various projects and special assignments. Position works closely with the Human Resources Director to help manage the Performance Management component within the LMS; Department competencies, goals and tracking, deploying communication, and assisting staff in any troubleshooting.


Additional Position Duties Include, But Are Not Limited To


  • Develop and provide system user training and management; serve as first line of support for users and learners
  • Coordinate and provide administrative support for webinars, podcasts, and other professional education activities and presentation reviews.
  • Serves as liaison with the vendor and investigates and resolves, with the assistance of the LMS provider, any data or system inconsistencies or discrepancies.
  • Position partners with Human Resources to help manage the Performance Management component that is housed within the LMS; competencies, goals and tracking, deploying communication, and assisting staff in any troubleshooting from an interface perspective.
  • Assists in maintaining learning within the LMS/PMP system that will meet all regulatory compliance needs and ensure data accuracy and integrity.
  • Publishes/archives online/instructor-led courses; assigns training curricula; adds/deletes resources; monitors accounts; resets passwords; maintains security roles; and creates, updates, and maintains system parameters.
  • Create evaluative tools and provide timely reporting and analytics to assess achievement of program goals.
  • Provides LMS administration, management, and technical expertise to support the implementation and management of the CDEC’s portal for learning management system (LMS); and performance management program (PMP).
  • Monitors course content, course approvals, and evaluation processes and ensuring processes are completed within given time-frames.

Minimum Qualifications


Seven years of professional experience in a combination of work involving instructional technology, learning and development, or maintaining and administering a learning management system.


OR


Graduation from an accredited college or university with a bachelor's degree in Instructional Design, Instructional Technology, Organizational Development, Industrial-Organizational Psychology or a closely related field; AND 3 years of of professional experience involving instructional technology, learning and development, or maintaining and administering a learning management system.

Preferred Qualifications


  • Experience working in Cornerstone or another learning management system
  • Experience with or understanding of instructional design and adult learning theory
  • Technical support experience, to include troubleshooting problems, and providing timely resolution or escalation when necessary
  • State of Colorado experience related to the duties of this position
  • Experience managing a performance program
  • Experience with content management: upload, organize, and update course materials, modules, quizzes, assessments, and multimedia content within an learning management system
