Your Key Responsibilities
As an HR Specialist, you will focus on recruitment and placement, bringing your expertise to various stages of the hiring process. Your essential duties include:
Crafting Compelling Job Announcements: You'll be responsible for creating engaging and inclusive job opportunity announcements for both Title 5, Title 38, and Hybrid Title 38 positions.
Strategic Talent Sourcing: Utilizing your analytical skills, you'll review past postings and hiring trends to determine the most effective area of consideration in collaboration with hiring managers.
Championing Merit-Based Selection: Ensuring all selection processes adhere to Merit System Principles and promoting fair and inclusive hiring practices.
Guiding Hiring Managers: Providing expert advice and consultation on all aspects of the recruitment and placement process, empowering managers to make the best hiring decisions.
Exploring Alternative Recruitment Options: Collaborating with management to explore non-competitive recruitment avenues such as VRA, 30%, and Schedule A candidates.
Building Strong Partnerships: Coordinating and advising managers and staff on technical recruitment matters to achieve optimal outcomes.
Empowering Candidates: Reviewing qualifications, issuing certificates, and guiding candidates through the selection process to find the perfect fit.
Qualifications
To excel in this role, you should meet the following requirements:
For GS-9 Level: At least one year of specialized experience equivalent to the GS-7 grade level, or successful completion of a Master's degree, LL.B., or J.D. (You must submit relevant transcripts if applicable).
For GS-11 Level: At least one year of specialized experience equivalent to the GS-9 grade level, or successful completion of a Ph.D. or equivalent doctoral degree, or LL.M. (You must submit relevant transcripts if applicable).
For GS-12 Level: Several criteria apply, including a graduate degree and three years of specialized experience equivalent to the GS-09 grade level, or at least one year of specialized experience equivalent to the GS-11 grade level (You must submit relevant transcripts if applicable).
Education: Qualifying education should include relevant courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, organizational psychology, public administration, or related fields.
