Job Description

This position is located in the Human Resources Operations Section, Headquarters Client Support Service, Division of Administration, Department of Operational Support. The Human Resources Assistant at this level will report to the Chief of a Unit/Section. The Human Resources Operations team works closely with the Executive Offices and the HR Services Division in the Department of Operational Support.

Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
Recruitment and placement:
  • Participates in the selection of candidates for administrative support positions in the General Service and related categories, including evaluating and screening applications of such candidates, preparing profiles of candidates, conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates.
  • Oversees the maintenance of job opening files and tracking status of job openings.
  • Assists in organizing and coordinating competitive recruitment examinations.
  • Advises staff on visa matters.
  • Reviews and processes personnel actions through Umoja.
  • Assists in the filling of posts for all categories, including initiating and following-up on reference checks and academic verifications, ensuring the completion of pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.

Administration of Entitlements:
  • Assist in data validation and data cleansing activities.
  • Reviews and processes requests for entitlements and claims received from client offices on HR matters.
  • Provides technical and substantive support to the processing of complex Umoja personnel actions and take corrective action as necessary.
  • Maintains Umoja entitlements reference tables.
  • Assist in troubleshooting complex Payroll and insurance related cases and ensures necessary data corrections are taken.
  • Keeps abreast of HR policies, conditions of service and of any developments in the various client offices.

Staff development and career support training:
  • Assists in the career development programme and conducts of training courses and workshops.
  • Provides logistics and administrative support to trainers.

General:
  • Assist client offices in separating staff and assists him/her in final arrangements.
  • Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
  • Performs other duties as required.
  • Maintains HR related automated systems and applications including automated databases containing HR related statistics and generates monitoring reports from Umoja and coordinates required data updates with individual HR Partners.
  • Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in Umoja, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
  • Trains and provides supervision to new and lower-level staff in the unit.
  • Prepares written response to queries concerning HR related matters.

Meets timeline for delivery of products or services to client.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of seven years of progressively responsible experience in human resources
management, administrative services or related area is required..
Experience in application of Staff Rules and Regulations within the UN or a similar international organization in an operational environment is desirable.
Experience in the administration of a broad range of entitlements and benefits using ERP systems such as Umoja (SAP) or similar is desirable.
Experience as Local Process Expert on ERP issues related to HR is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
