Job Description
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Equal Opportunity and Civil Rights. As a Executive Officer, GS-0301-13, you will provide leadership and technical authority to the Office Director and Deputy Director on administrative management matters. Responsibilities Track the Office's operating budget for program activities, travel, training, supplies, IT, and all program procurements and contracts. Maintain accurate staffing records, perform workforce analysis, and prepare organizational staffing charts among other documents. Develop recommendations to modify or realign the organization to improve utilization of personnel, increase effectiveness and efficiency of operations, and meet current and long-range needs. Provide technical guidance and advice to managers on the full range of management and administrative issues. Develop the operating budgets; review, control, assign, adjust and reassign money and materials to meet changing priorities and needs. Requirements Conditions of Employment Qualifications ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Conducting administrative management studies related to program operations and budget; (2) Identifying administrative or organizational improvements and recommending improvements to leadership; AND (3) Serving as a liaison coordinating duties related to Human Resources (HR). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
