Executive Director, Construction

Position Summary:
Serves as primary site leadership for delivery on campus master planning & projects construction as approved by the Senior Executive Council (EC) for Long Beach Campus (LBMC, MCWHLB). Oversees the detailed phases for future planning, budget preparation, coordination of work, inspections and documentation for all construction projects on campus. Works with EC sponsor(s) to scope future master planning and also with department leadership for related local projects to coordinate any and all construction needs. Interfaces with IS department to coordinate technical assistance as needed. Interfaces with Physicians and assigned management staff during planning, scheduling and construction phases. Ensures appropriate planning and project execution to maintain regulatory compliance, inclusive of, but not limited to SB1953 standards. In conjunction with operational issues, this position is responsible for all regulatory compliance as it relates to OSHPD/HCAi, CDPH and associated bodies who regulate patient care within the licensed facilities.
This position also has authority, in conjunction with Executive Director of Facilities Operations, to direct facility engineers to provide support during phasing of construction, which may include scheduling shutdowns, and temporary support to assist contractors and or vendors that are scheduled to perform specialized testing.
Principal Duties and Responsibilities:
- Responsible for project conceptual and budget estimates, scheduling, regulatory approvals, procurement methods (bidding for Architect, Engineering and General Contracting Professional Services) contracting, project logistics, quality control and assurance, communications, financial management and oversight, and project closeout and occupancy, ensuring projects are completed on-time and on-budget.
- Ensures compliance with all applicable policies, rules, regulations, and laws. Stays current with legal, regulatory and policy development affecting areas of responsibility. Enforces legal and regulatory requirements impartially.
- Develops project evaluation and reporting tools. Responsible to develop a department procedure for maintaining all projects in a standard record keeping system.
- Monitors work in the field for safety, conformance to bid documents, sequence of operations, and quality.
- Communicates projects status and facilitates communications amongst all members of the project team at regular construction meetings and on an as need basis.
- Facilitates, prepares and delivers project presentation(s) for approval(s) through governance process as needed.
- Responsible for maintaining compliance as required by: the Joint Commission, California Department of Public Health, OSHPD/HCAi, local municipal government and agencies having jurisdiction as required by code.
- Establishes and maintains construction Policies and Procedures, design and construction specifications for LBMMC/MCH projects, in accordance with established MHS Corporate Policies and makes recommendations for change if situations warrant change.
- Ensures construction staff is properly oriented, evaluates performance, and makes recommendations for actions.
- Reviews General Contractor RFI's, CPR's, PCO's, and Change Orders for justification and substantiation.
- Determines training necessary for staff to maintain and enhance professional growth, development, and job knowledge where applicable.
- Manages all contractors, consultants, and inspectors for projects to achieve successful outcomes. Monitors activity schedules, changes to schedules, their causes and budget impacts.
- Serves as liaison between LBMMC/MCH and OSHPD/HCAi, City of Long Beach inspectors, IOR's, etc, regarding permits, inspections, Conditions of Approval, etc.
- Manages and controls project budgets and ensures architects, engineers and contractors operate within approved budget parameters.
- Maintains professional growth and development and keeps current with latest trends in areas of expertise. Enhances professional growth and development through participation in educational programs, reviewing current literature, attending in-service meetings and workshops.
- Coordinates logistics with Hospital Engineering for construction affecting Owner's operations, e.g., utility shutdowns/transfers, etc.
- Troubleshoots and resolves problems on an ongoing basis as they relate to the execution of project objectives.
- Represents the organization in the execution of all OSHPD/HCAi construction projects.
Pay Range: $161,928.00-$242,902.40
Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. In addition to base pay, there may be additional compensation available for this role, including but not limited to, shift differentials, extra shift incentives, and bonus opportunities. Education
- Bachelor’s degree in Architecture, Mechanical, Electrical, Construction Management or Civil Engineering or equivalent experience
- General Contractor’s license preferred
Experience
- Ability to read blueprints, interpret instruction and prepare equipment specifications
- Knowledge of all utility systems including electrical, mechanical, medical gases, and plumbing
- Ability to adapt to rapidly changing and/or emergency situations
- Minimum of 15 years of experience with hospital construction preferred
- Knowledge of local, state, and federal/JCAHO regulations
- Additional relevant healthcare building experience preferred
- Knowledge of OSHPD/HCAi requirements for hospital construction
- Working knowledge of various measurement instrumentation
- Understanding of Title 24 requirements for construction as well as building codes locally as well as at a State level
