Hiring/Budgeted Salary or Hourly Range: $68,700 - $92,000/yr. The budgeted salary or hourly range that the University reasonably expects to pay for this position is $90,000/yr.

Full Salary Range: $68,700 - $132,500/yr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Work Location: 3101 Student Affairs & Administrative Services Building (SAASB)

Working Days and Hours: M-F; 8-5pm (flexible)

Brief Summary of Job Duties

Performs a variety of analytical duties in support of the employee and labor relations unit of Human Resources. Serves as a subject matter expert and facilitator of UCSB's response and compliance efforts regarding contracting out for UC services. Provides guidance and advice to university management in the analysis, review, and formation of solutions related to outsourcing/insourcing labor at UCSB. Advises management on a variety of other employee and labor relations issues, including best practices in the workplace, people management principles, corrective action and progressive discipline, probationary practices, release of limited and contract employees and the medical separations process. Interprets and advises on collective bargaining agreements. Assists with managing grievance and complaint processing. Advises managers and supervisors on the performance development process for employees, best practices for performance management, and complying with UC performance evaluation requirements. Reviews and evaluates system-wide Human Resources policies submitted to campus for distribution. Responds to local and systemwide requests for information. Develops training materials and delivers training to managers and supervisors regarding the contracting out process and requirements, performance management, and best practices for managers and supervisors.

Required Qualifications

  • Knowledge of employee relations practices and programs.
  • Bachelor's Degree in related area and/or equivalent experience and training
  • Strong organizational, analytical, and problem-solving skills to conduct analysis and develop recommendations.
  • Thorough knowledge of organizational policies and procedures; knowledge of functional area, and understands how work impacts other areas.
  • Excellent written and oral communication skills.

Preferred Qualifications

  • 1-3 years professional experience in the area of Employee Relations (and/or Labor Relations) or other comparable area involving employment law.
  • 4-6 years professional experience with policy analysis
  • 4-6 years professional experience in the field of Human Resources or other comparable area.

Job Functions/Percentage of Time/Duties

75% Employee & Labor Relations

  • Serves as a subject matter expert and facilitator of UCSB's response and compliance efforts regarding contracting out for services and functions that may or may not be performed by University staff, including covered/union staff. Provides guidance to and counsels university management in the analysis, review, and formation of solutions related to outsourcing/insourcing labor at UCSB. Coordinates and facilitates management meetings to discuss plans for addressing outsourced work. Collaborates with Office of Procurement to review requests for exceptions. Collaborates with the Compensation unit to identify whether work being outsourced by the campus is union or non union work. Guides campus management to determine what work can continue to be outsourced vs work that needs to be insourced. Collaborates with the compensation unit to analyze and identify market value of covered work.
  • Responds to local and systemwide requests for information, including collection and review of relevant data and records. Collaborates with campus counsel, other University counsel and the Public Records Coordinator in conducting analysis of the campus' response requirements and obligations pursuant to applicable state laws.
  • Works in a highly collaborative manner with people of diverse cultures and at all levels of the organization to effectively advise organization managers, supervisors and HR business partners on complex labor and employee relations matters, recommending solutions on both individual and organization-wide issues. Uses independent judgment to investigate and resolve questions, concerns and informal complaints in creative and effective ways. Responds to employee relations issues according to applicable University policy and collective bargaining agreements to minimize risk and exposure to liability for the organization. Resolves complex issues in creative and effective ways. Exercises a high degree of judgment in recommending and developing solutions and strategies on a variety of employee and labor relations issues.
  • Advises management on a variety of labor and employee relations issues. Provides sound advice to administrators, department heads, managers and front-line supervisors on best practices in the workplace, including people management principles, successful change management, improving workplace climate and sustaining employee engagement. Consults and advises on appropriate level of corrective action and progressive discipline to address performance, attendance and/or conduct concerns. Advises on adverse employment actions. Advises managers and supervisors on the requirements and processes for probationary evaluations, extensions, and releases, to minimize risk and exposure to liability for the organization. Advises managers on the requirements and processes for release of limited employees and contract employees. Advises managers on the medical separations process. Interprets and advises on collective bargaining agreements.

10% Performance Management

  • Advises managers and supervisors on the performance development process for employees, best practices for performance management, and complying with UC performance evaluation requirements. Coordinates with the ePerformance coordinator to send out regular communications to the campus

10% Training and Development

  • Develops training materials and delivers training to managers and supervisors regarding the contracting out process and requirements, performance management, and best practices for managers and supervisors.

5% Campus Policy Review

  • Process Reviews and evaluates system-wide Human Resources policies submitted for campus distribution. Coordinates the local notice and comment process and provides the campus’s response to the Office of the President.
