Work Schedule: Full-Time, Monday - Friday, 8:00 a.m. to 5:00 p.m.; exempt classification.


Essential Functions: The Direct Loan /Compliance Policy Coordinator performs functions under the general supervision of the Director of Financial Aid and works collaboratively with all units within Financial Aid, the Disbursement Office, the College of Professional and Global Education (PaGE) academic units across campus, and with external organizations in the delivery of student loan funds to students. The incumbent performs all duties related to the functional and technical systems setups for loan processing and works in concert with other financial aid application processes in the delivery of student loan funds to students in accordance with federal student aid regulations. The incumbent is responsible for: designing, implementing, monitoring, and updating comprehensive the financial aid business process guides and procedures to ensure compliance with federal, state, and institutional financial aid requirements and work closely with financial aid management to provide training to appropriate individuals concerning financial aid compliance; ensuring institutional compliance of all federal loan programs and all alternative loan programs; administering and coordinating student loan programs offered by financial aid, which include the Subsidized Direct Loan, Unsubsidized Direct Loan, Parent PLUS, Graduate PLUS, and Alternative Loan Programs; developing and maintaining current student loan Business Process Guides for staff, documentation, and workflow in order to maintain high levels of productivity and quality of financial aid counseling for prospective and continuing students; serving as a primary point of contact for financial aid staff and resolving loan issues; in-bound and out-bound loan origination and disbursement files via EdConnect to the Common Origination and Disbursement (COD); importing loan files into the PeopleSoft system; downloading alternative loan certification reports and disbursement rosters via ELM Resources; certifying alternative loans on ELM; assigning entrance/exit counseling checklists; tracking promissory notes, reviewing credit checks; monitoring the disbursements of federal and private loan funds; returning loan funds for non-attendance, generating various reports to resolve loan origination and disbursement rejects; initiating actions to resolve problems concerning the federal direct loans and alternative loans; monitoring loan transactions and works closely with the disbursement office to ensure the timely disbursement and return of loan funds in accordance to federal regulations; reconciling disbursements between PeopleSoft and Common Origination and Disbursement (COD) systems for program compliance and accuracy; preparing monthly and year-end Reconciliation reports of all federal direct loan disbursements and alternative loan disbursements; maintaining knowledge of loan eligibility and processing requirements, including annual loan maximums and lifetime aggregate limits for all academic careers, loan reallocation process, disbursement requirements, loan deferments and forbearances, loan consolidation, default prevention, loan forgiveness programs, and etc.; serving as a liaison with a variety of private lenders, loan servicers, and COD; the required annual PeopleSoft systems setups, which include the new aid-year startup, direct loan 150% SULA setups, Ability to Benefit (ATB); loan item types, fiscal limits, loan fees and interest rates, disbursement rules, loan award messages, checklists; developing and modifying queries; designing, planning, and implementing an effective quality control review process, identifying and monitoring compliance risks associated with federal, state, and institutional financial aid policies and procedures; reviewing samples of work conducted by staff, identifying potential audit concerns and developing and implementing corrective actions; reviewing and updating the financial aid office Business Process Guides with policy and procedure updates and changes; remaining current on financial aid regulations and the CSU Executive Orders by subscribing to all relevant federal and state financial aid regulations, policies and procedures; developing, coordinating, and supporting policies as deemed necessary to ensure that these areas of compliance are met; planning the scheduling and developing training materials that can be provided to staff; and working closely with financial aid management on how to appropriately disseminate training materials to other staff on current and new financial aid policies.


Required Qualifications & Experience: Bachelor’s degree from a four-year accredited college or university in one of the behavioral sciences, public or business administration or a job-related field, and three years of full-time progressive experience in program management/coordination. Demonstrated working experience with student information systems and all Federal Student Aid systems such as FAA CPS Online, COD Online services, NSLDS, and FAFSA on the Web. A Master’s Degree in a job-related field may be substituted for one year of experience. The incumbent must have a demonstrated interest and/or ability in working in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who may apply for the position. Desired Qualifications: Demonstrated working experience with PeopleSoft; demonstrated experience with direct loan lending programs in a higher education setting; demonstrated excellent written and verbal communication to students of and from diverse backgrounds; ability to compose and appropriately format correspondence and statistical data reports; and knowledge of CSU and Cal State Los Angeles policies and procedures is preferred.
