Description

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Executive Directors Office (EDO) provides support to the Executive Director and the Deputy Executive Directors, the Executive Leadership Team (ELT), in the delivery of their functions, especially that of providing overall executive direction and leadership to UN Women. The EO supports the ELT in providing vision, establishing priorities, fostering coherence amongst the senior management team, leading advocacy, ensuring overall management, oversight and accountability.
Under the supervision of the Chief of Staff, the Deputy Chief of Staff supports in the overall management of the Executive Office through better planning and internal coordination. The Deputy Chief of Staff also supports efforts to drive forward change management priorities of the ELT, and other priorities of the Executive Director. The Deputy deputizes the Chief of Staff as needed across all of functions, supervises relevant personnel and supports information flows within the Executive Director’s Office and beyond.

Duties and Responsibilities

Support the Chief of Staff to take forward the strategic priorities of the Executive Director and the broader ELT:
  • Support the preparation of internal and external correspondence on issues related to the ELT’s priorities.
  • Support coordination across different divisions to help take forward key strategic priorities for UN Women;
  • Review and analysis of key issues, synthesized for quick ELT decision making;
Support the implementation of initiatives to strengthen internal governance systems:
  • Supports and coordinates the implementation of recommendations on governance systems and structures resulting from governance review (including restructuring of corporate governance structures and methods of work);
  • Review UN Women operations and information submitted by the Field and HQ departments on operational issues and policies and generates recommendations for ELT consideration;
  • Support the Chief of Staff in coordinating follow up of ELT decisions with SMT and other stakeholders as appropriate;
  • Liaise with the Secretariats of other existing or foreseen bodies (including the ACO or ExBo Secretariats).
Provide technical support and guidance to Executive Office oversight and management:
  • Coordinate, analyze, research and draft relevant memos and other documents in support of the ELT in close consultation with or support other Executive Office members as appropriate.
  • Support the clearance and approval of documentation sent for ELT clearance, as needed;
  • Represent EDO on BRC, BAC and other committees as relevant;
Coordinate Executive Office’s strategic planning and budgeting:
  • Manage EDO budgets and authorize EO payments and other transactions within delegated authority.
  • Provide coordination oversight and monitoring support to the Chief of Staff /Head of Office to oversee Integrated Executive Office budgeting (i.e. planning, monitoring and projections) in close collaboration with Advisers to the DEDs;
  • Oversee the development of the EO’s annual work plan and its implementation;
Support the day to day operations of the Executive Director’s Office:
  • Supports the CoS, and acts on her/his behalf during the latter’s absence, in the day-to-day management of the Executive Office, including the direct supervision of specific projects;
  • Provide any other support as requested by supervisor.
Key Performance Indicators:
  • Quality of documents reviewed for ELT
  • Timely and quality implementation of initiatives related to internal governance systems
  • Timely monitoring of development and implementation EO annual workplan and budget
  • Quality advice on communication of ELT priorities
  • Timely preparations for ELT meetings
  • Timely clearance or follow up on documents sent for ELT clearance

Required Skills and Experience

Education and certification:
  • Master’s degree or equivalent in gender, social sciences, public administration, business administration or related field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
  • A minimum of 10 years of professional experience in international development, preferably working on gender equality, and women's rights;
  • Experience in policy and programmatic work in gender equality is required;
  • Experience in office management and coordination functions is an asset;
  • Experience working within the UN System at both a country/field level and in a headquarters setting is highly desirable.
Language Requirements:
  • Knowledge of another UN official language is an asset.
  • Fluency in English is required;
