Basic Eligibility For A Position With The NRO


NRO positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C.


  • You will be subject to pre-employment and periodic background investigations, including polygraph examinations

The Chief of Staff (CoS) is a key member of the NRO leadership team, and maintains an accurate pulse and active stance on all staff and administrative activities. The NRO consists of military, civilian, and contractor workforce responsible for operating satellite programs. The CoS works closely with partner organizations to include NASA, NGA, and joint service counterparts for host-tenant support. In addition, the CoS is responsible for effective communications with internal and external partners, and stakeholders, while also managing the activities that support the NRO for the smooth orchestration of the day-to-day operations. The CoS allocates resources and establishes procedures & priorities to ensure unit readiness to accomplish the assigned mission.

What You Will Be Doing


The Chief of Staff will be responsible for the following duties/responsibilities:


  • Logistics: Manage and execute the front office budget, to include supplies, facilities, and travel needs, in order to maintain office efficiency, promptness, and functionality. Assist in the planning and procurement of all senior NRO leadership travel, when required. Lead staff coordination, preparation, and execution of any and all senior leadership engagements and official functions requiring detailed timing, tempo, and logistical support.
  • Customer Service: Anticipate and prepare for office management requirements and needs. Facilitate and coordinate up, down, and across the NRO to manage and support VIP visits and engagements. Maintain a high standard of support to ensure the NRO presents the best information and facility showing.
  • Self-development: Maintain and expand technical and functional proficiency with NRO applications and computer systems in order to process and manage the efficiency of the front office staff. Continue ongoing efforts to sustain trend analysis and staff / mission issues across the team and the NRO in order to support for individuals, as needed, and NRO executive requirements.
  • Documents and Correspondence: Draft, review, comment, correct / edit, and guide development of all documents and official correspondence in support of the senior leadership team and support subordinate leaders the same. Actions and efforts should include, but are not limited to, individual and team performance reports, decorations, awards, letters, memorandums, meeting notes, white- or issue-papers, staffing coversheets, and policy documents. Ensure all documents and correspondence presents the best of the NRO.
  • Develop standard operating procedures and processes to properly process and archive official records accordingly, and process administrative and personal records, as needed.
  • Office Management and Administration: Lead sustained and enhanced support to the Chief of Facility and Deputy Chief of Facility of the NRO in the execution of managerial activities across the support staff and key leadership in several divisions. Collaborate and strengthen the integration and synchronization of functions with Mission Partners.


What You Need


  • Strong customer focus with an ability to learn the missions and functions of various Intelligence Community and DoD organizations.
  • Demonstrated strong interpersonal skills to in include the ability to negotiate solutions across organizational boundaries.
  • Experience with strategic planning and communications, to include establishing plans of actions and milestones.
  • Superb executive interpersonal skills and demonstrated ability to interact with personnel at all levels, and to represent the organization in a professional manner.
  • Ability to adapt quickly to changing situations.
  • Ability to plan, set goals, and determine strategies for accomplishing results; ability to monitor and evaluate progress toward goals.


Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

2023 Salary range for Las Cruces, New Mexico area:


GG-14: $117,522 - $152,775


GG-15: $138,236 - $179,705


  • This position is a Senior Level position. The NRO is accepting applications from U.S. Citizens and current Federal Government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG-14/15 grade level and may ONLY apply for a lateral reassignment at their current grade level and step.
