The Vice President, Delivery System Operations – for Kaiser Foundation Hospital and Health Plan (KFHP/H) leads the care delivery strategic vision for our NOVA Service Area, and in coordination with the MAPMG Physician in Chief for NOVA, ensures that the health plan is appropriately and effectively aligned and resourced to implement and deliver high quality care to the KPMAS membership. Has direct accountability for all the Health Plan supporting functions necessary for: consistent delivery of high-quality care; cost effective, efficient, and appropriate care provided; overall member satisfaction, effective employee and labor relations and the on-going growth and development of Health Plan capabilities and capacity. This position has accountability for the overall performance of the Service Area that includes both the traditional Service Lines (Adult Primary Care, Maternal Child, Medical Specialties, Surgical Specialties and Clinical Decision Unit (CDU)/Urgent Care) as well as all other clinical Services (e.g., Behavioral Health, Ambulatory Surgery Centers and our Ancillary Services), and overall utilization and care management of the service area members. This Service Area has 15 medical office buildings (3 hub locations) and 5 core hospitals. They have accountability for all expenses associated with the care, operations, equipment and facilities in all those locations for all services provided the service area members.
Essential Responsibilities:

- Affordability - Drive and execute market-driven initiatives to achieve enterprise-wide strategy and goals through standardized process and organizational improvements including streamlined, forward-thinking approaches to the total cost of care across the continuum; and improved efficiency that will establish a more consistent for care delivery system across the enterprise.
- Other duties as assigned: Consistently support compliance and the Principles of Responsibility (Kaiser Permanente’s code of conduct) by maintaining the privacy and confidentiality of information, protecting and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente’s policies and procedures.
- In collaboration with physician partners, the Area Vice President executes enterprise strategies and market initiatives to position Kaiser Permanente as a leading health system across the nation principally: Care and Access: Guarantee high levels of customer satisfaction and member retention by investing in, structuring, and directing medical operations to make it convenient and easy for members to get ambulatory and virtual care and services.
- Digital first - Promote a system that emphasizes digital care, complemented by physical, in-person access. Deliver improved care quality by leveraging new and existing technologies that enhance integration to our members and the communities we serve.
- Quality - In partnership with medical group partners, demonstrate KP’s clinical excellence and set the national bar for quality outcomes. Through focus on clinical and patient reported outcomes. Deliver strategy and systems that promote superior quality and drive equitable health outcomes while incorporating social factors that impact health and contribute to inequities into member care paths.
- Growth-In partnership with medical group partners, explore innovative relationships, offerings, and services to promote a market-leading operating environment that generates value, outstanding care, and growth beyond existing markets.People and Community: Promote and reinforce values and a leadership culture that supports achievement of Kaiser Permanente’s mission and vision by working effectively across operating divisions. Using data-driven methodology to promote our position as a trusted market leader and to drive community dialogue around health outcomes and equity.
This position has a target base salary of $371,000 to $413,000 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
Basic Qualifications:
- Minimum ten (10) years of experience in senior leadership in an integrated health care delivery system inclusive of a broad range of responsibilities.
- Bachelor-s degree in business administration, healthcare administration, public health or a related field.

- Experience creating a culture of leadership and mentorship that creates strong and effective relationships with staff and colleagues.
- Proven ability to make performance-based business and strategic decisions.
- Strong analytic and problem-solving skills.
- Experience in a deliberate approach to performance improvement, such as IHI or Lean.
- In depth knowledge and experience in delivery system operations, facility planning, clinical service line and business development.
- Decisive action-oriented leader.
- Successful experience working in partnership with physician leaders in the provision of care, management of operations, and strategy development.
- Experience working with organized labor and handling union negotiations.
- Accomplishments in the transformation of complex operations, strategy, market development, operations, and finance.
- Ability to lead and deliver results in workplace safety and wellness.
- Innovative and collaborative leader.
- Master-s degree in similar fields of study preferred.
- A clinical background is preferred.
