Salary Range: $75,000-$95,000
SUMMARY: Ideal Candidate will present instruction in support of end-user training on Digital Precision Strike Suite (DPSS) operational-level applications in support of the domestic and FMS customers. The contractor shall conduct classroom and practical training on the operational DPSS applications used in higher-echelon Operations Centers in support of the Joint Targeting Cycle (JTC). The DPSS of the Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Weapons Division (NAWCWD) supports the Department of Defense (DOD) Agencies and Programs by providing a unique collection of technologies. Approximately 10 percent of work will be performed at Government site and 90 percent of work to be performed at Contractor site, on travel or in a telework status. Training and Development Specialist will document and deliver training materials, user manuals, user training, and training event surge support to the upgraded and enhanced Windows application (DIEE) Additionally, the Contractor shall collaborate with DPSS software developers to update or enhance the Programs of Instruction (POI) in support of current and future DPSS applications.
DUTIES AND RESPONSIBILITIES:
- Work with the Contractor SMEs to advise the DPSS program office (via the DPSS FMS team) on country case-specific training requirements related to each customer.
- Travel both CONUS and OCONUS in support of software deployment and training for DPSS customers.
- Report to DPSS Program Office via the Contractor SMEs on matters related to training, software development, and FMS case execution.
- Serve as a technical support subject matter expert for those Operational-Level DPSS applications supporting targeting analysts in the US and foreign intelligence communities.
- Work with the Contractor SMEs to identify, analyze, and make recommendations on tasking to be approved by the DPSS program office and project team leads.
- Attend and engage in Program Management Reviews, Technical Interchange Meetings, and DPSS Government personnel as the technical expert in targeting processes, automation capabilities, and weapon employment methodologies.
- Perform duties independently and require no immediate supervision during day-to-day operations.
- Participate in the DPSS 24/7 Customer Support Help Desk effort as a customer support representative.
- Provide classroom and practical instruction on the employment of DPSS applications used in higher-echelon Operations Centers in support of the Joint Targeting Cycle (JTC).
- Serve as a liaison to current and future DPSS customers in the Targeting and Intelligence communities within the US and foreign governments.
- Assist the Contractor Subject Matter Experts (SMEs) in coordinating with the DPSS Training Project Manager on training program status, work to identify deficiencies, and make recommendations to the DPSS Program Office.
- Assist Government personnel with the development of targeting courseware and inform release authorities who approve materials to foreign partners.
- Collect requirements, support software testing, and inform documentation updates of DPSS applications.
QUALIFICATIONS:
- Valid international driver’s license.
- Must have all necessary passports, visas, and other documents required to enter, exit, or work in the geographically defined Unified Combatant Commands (COCOMs (i.e., EUCOM, CENTCOM, INDOPACOM, NORTHCOM, SOUTHCOM, AFRICOM); and must also have the appropriate DoD identity credential(s).
- Must be a U.S. citizen, have a final Government security clearance with the appropriate personnel security background investigation for the level of classification involve (SECRET Clearance.)
- At least 3 years of experience
Technical Certification Training
- Prior experience as a certified Target Mensuration Only (TMO) instructor from a National-Geospatial Intelligence Agency-accredited training establishment is highly desired.
- Capable of attaining certification as a Windows Trainer
- Must have documented formal training in targeting analysis, possessing the following certifications:
- Target Coordinate Mensuration (TCM)
- Collateral Damage Methodology (CDM)
- Advanced Target Development
Professional employee Experience and Education Level definitions
- Must have knowledge of the processes and procedures entailed in the establishment and maintenance of US DOD targeting databases.
- Must have targeting experience in an active theater of war.
- Windows experience required, must have at least 3 years of Targeting Analyst experience.
- Must have prior experience in interagency (military, non-military, foreign partner) cooperation for targeting analysis.
- Must have knowledge of the current DPSS tools that are offered for DoD and FMS customers.
- Must have deployed military experience involving target analysis in combat or contingency operations.
