SELECTIVE CERTIFICATION (ELECTRICAL)

The eligibility list generated from this announcement will only be used to fill specialized (Electrical Engineer) positions.


The Port is undergoing a transformation to electrification across its business lines to achieve Zero Emissions from operations. This includes extensive and innovative work in expanding, upgrading, and reimagining the Port’s electrical infrastructure systems and planning, designing, and implementing leading edge solutions such as on-site generation, energy storage systems, and unique chargers for everything from buses to ocean going container ships.

The Port is currently recruiting for the position of Port Supervising Engineer (Electrical/Mechanical Work). Under general direction, the Port Supervising Engineer (Electrical/Mechanical Work) supervises and coordinates the work of subordinate engineers and sub-professional personnel in the preparation of engineering construction plans, design work, specifications, and cost estimates for Port and Airport projects. The work also involves coordination and review of work submitted by contractors. Work is performed under direction of the division head.


Examples of Duties

Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.

  • Supervises and participates in the design of lighting systems, high and low voltage systems and power distribution systems; air conditioning, heating and ventilating systems; radio, communication and fire protection systems; plumbing, water supply, and sprinkler systems.
  • Supervises maintenance functions of airport and/or harbor areas.
  • Supervises and participates in the more difficult engineering investigations.
  • Prepares correspondence, including periodic and special reports.
  • Supervises subordinate engineers and sub-professional personnel in a variety of mechanical and electrical engineering functions including the preparation of engineering construction plans, specifications, cost estimates and testing.
  • Performs related work as required.
  • Acts as the department head when needed.
  • Serves as the project engineer on major mechanical and electrical engineering projects.
  • Serves as a consultant to Port divisions, City departments, other agencies and companies.
  • Coordinates, reviews, and inspects the work of contractors and consultants responsible for contract in progress or proposed.


Minimum Qualifications

EDUCATION AND EXPERIENCE

This position requires a combination of education and experience reflecting possession of the required knowledge, skills and abilities.

A typical combination may include graduation from an accredited college with a bachelor’s degree in electrical engineering and two years of professional electrical engineering experience at the level equivalent to the Port Associate Engineer that includes at least two years lead or supervisory experience.


KNOWLEDGE, SKILLS AND ABILITIES

To perform the typical task and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

Knowledge of:

  • Modern electrical and mechanical engineering methods, materials, and techniques as applied to the design, construction, inspection and testing of various types of electrical and mechanical systems.
  • The current principles and practices of electrical and mechanical engineering.
  • Relevant electrical and mechanical engineering laws, ordinances, codes, specifications and plans.

Ability to:

  • Supervise and direct subordinate professional and support staff; interpret and enforce administrative/operational policies, practices and procedures; analyze and solve problems of a complex nature.
  • Exercise sound independent judgment within general policy guidelines.
  • Establish and maintain effective working relationships with those contacted in the performance of duties and to work as a team.


THE SELECTION PROCESS


Stage I: Application, PE Registration and Supplemental Questionnaire Evaluation (Pass/Fail) – The first stage in the selection process will consist of an application, PE registration, and supplemental questionnaire appraisal review (pass/fail). Applications submitted without an attached PE registration and completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

Stage II: Assessment Examination (Weighted 100%) – The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test your overall aptitude for the position.

Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

Additional Requirements

Possession of registration as a professional electrical engineer issued by the State of California.

Must possess a valid California Class C Driver’s License at the time and for the duration of appointment.

The incumbent may be subject to call back in emergency situations or to ensure the continued operation of the Port.

Incumbents in this classification may be assigned either to the Airport or Harbor work location. In order to comply with the security requirements of the Transportation Security Administration (TSA) for incumbents assigned to the airport and U.S. Customs for individuals who have unescorted access to secured areas of the harbor, each incumbent is required to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position.

The incumbent assigned to the airport may be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.
