SUMMARY
The Senior Human Resource Consultant will support the U.S. Food and Drug Administration (FDA) in the eClass Human Resources Employment Processing System (HREPS) and CVM SharePoint. Serves as a Human Capital Advisor providing managers, HCMS and employees with information and interpretations of the Office of Personnel Management’s (OPM) position classification standards, regulations, procedures, practices, policies, guidelines, and Health and Human Services (HHS) and FDA’s policies and procedures related to position classification and position management.
The purpose of this contract is to help ensure a mutual understanding of the objectives, roles, responsibilities, and timeframes related to the Human Capital and Human Resource management efforts being sponsored by the CVM, Office of Management (OM), Human Capital Management Staff (HCMS) as it strives to fulfill CVM’s human capital goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Provides classification services that include such activities as:
Writes position descriptions; advisories, conducting position reviews.
Develops SOPs, providing guidance on position management, and reorganizations.
Executes related special projects and initiatives; and providing expert advice, consultation, and training on a variety of position classification and organization issues.
Provides assistance which involves resolving or advising on complex problems and issues that typically require analyzing and/or troubleshooting a wide range of conditions.
Reviews classification of positions for the full range of the General Schedule (GS) and equivalent pay plans. Classification requests will include supervisory, non-supervisory, interdisciplinary, and mixed series positions.
Consults with managers by bringing new and innovative ideas and suggestions to resolve complex human resources and management issues and problems.
Analyzes organization for productivity and efficiency gain and provide recommendations to management officials on the most effective position/skill mix, work processes, and organizational structures.
Updates existing resources (such as SOPs, process maps, job aides, tip sheets, and Frequently Asked Questions (FAQs)) as needed.
Designs and develops new process resources.
Trains HCMS on proper maintenance of updated/created resources.
Works with stakeholder and/or workgroups to develop standardized position descriptions.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION / EXPERIENCE
Bachelor's degree in business administration, human resources or related field of study and a minimum of ten (10) years’ relevant experience, or equivalent combination of education/experience.
CERTIFICATES, LICENSES, REGISTRATION
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Expert knowledge in all facets of human resources support functions with comprehensive knowledge of staffing and classification methodologies and ability to accurately apply human resource laws and regulations.
Demonstrated knowledge of federal HR concepts, practices, policies and precedents.
Ability to advise and assist management in accomplishing and improving personnel management responsibilities and related quality control standards.
Knowledge and expertise providing guidance, consultation and operational services concerning HR practices and procedures.
Skilled proficiency in the use of Microsoft Windows / Office programs ( i.e ., Word, Excel, Outlook, PowerPoint, etc.). Excellent verbal and written communications skills with ability to effectively write and deliver assessments and reports.
Detail-oriented with solid proofreading and editing skills.
Exceptional customer service and relationship-building skills with ability to work with all levels in the organization to meet operational performance.
Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals.
Ability to organize work, set priorities and determine resource requirements.
Ability to work effectively both independently and in a team environment.
LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
