Under general direction, performs advanced professional work in the development and implementation of a comprehensive safety program to eliminate, reduce, or otherwise mitigate the City's exposure to loss resulting from occupational injuries/illnesses, vehicle accidents, third
party liability claims, and property loss within the City's operational departments. Exercises no supervision.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday
- Reviews and enforces Federal, State, and local safety and transportation regulations and standards.
- Monitors hazardous waste programs for regulatory compliance with hazard communication standards.
- Conducts planned and unplanned safety audits and inspections to reduce occupational safety risk factors and ensure compliance with safety directives and federal, state, and local regulations.
- Advises department management on changes needed to meet safety goals.
- Performs ergonomic assessments and recommends safety specifications and protective devices for equipment and fixed structures.
- Compiles numerical data showing accident frequency, severity and related costs. Uses this information to analyze accident related trends and costs for the department.
- Oversees department's Driver Safety Program to include annual drivers' evaluations, medical re- certifications, moving violation warrants, and suspended licenses.
- Communicates by using a variety of methods to train, demonstrate, test, report, inform, investigates and responds to work related accidents and injuries traveling offsite at various times and operates a motor vehicle, audio-visual equipment, safety testing equipment, office equipment to perform advanced safety work.
- Monitors records of employees to identify eligibility for various safety awards and to identify when disciplinary actions should be taken due to safety violations.
- Provides 24/7 workplace accident and injury investigation response involving city personnel or city equipment, as well as complaints launched by personnel.
- Prepares and reports Tier II data. Maintains OSHA 300 log for voluntary reporting.
- Reviews reports of injuries, property damage, liability, vehicle collisions, claims involving the department and initiates appropriate action.
- Provides or recommends visual aids, training aids, and other materials on specific safety subjects.
- Prepares and presents a variety of safety and training programs to employees, supervisors, and managers to disseminate information relating to safety goals, regulations, practices, techniques and standards.
- Assists management in the proper handling and storage of hazardous materials.
- Provides training and field oversight in ensuring safe operation and usage of forklifts, aerial-lifts and other industrial equipment operations.
- Organizes, coordinates, and attends meetings with the accident review boards, safety committees.
- Monitors drug/alcohol testing programs for drivers and high risk positions.
- Assists in monitoring and conducting work-site testing for abatement of environmental hazard exposures to field employees.
- Leads the effort to develop and maintain departmental safety policies, manuals, standard operating procedures, and accident review boards for departments with large fleet and field operations.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's Degree from an accredited college or university in risk management, safety management, or a related field.
- Bachelor's Degree from an accredited college or university AND certification as a Certified Safety and Health Official (CSHO) or equivalent certification.
- Three (3) years of responsible experience with a safety or risk management program.
- Valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.
- Previous experience working with Safety Programs for facility maintenance and outdoor fieldwork.
- Completion of advanced training resulting in certification as an OSHA 30hr-trained safety professional, Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) is preferred.
- Four (4) years of experience in the safety field.
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Knowledge of investigation procedures and techniques.
- Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Skill in operating vehicles and safety testing/monitoring equipment.
- Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.
- Skill in using Microsoft Office software applications.
- Knowledge of accident prevention principles, practices, and procedures.
- Knowledge of training methods, procedures, and techniques.
- Knowledge of OSHA, ANSI, NFPA, EPA, TCEQ, workers' compensation, liability, and other applicable federal, state, and local regulations or standards.
- Ability to perform all the physical with or without accommodations, intellectual, and analytical requirements of the position including decision making.
- Ability to establish and maintain effective working relations with co-workers, management, and the public.
- Knowledge of specialized OSHA programs applicable to the assigned division, which may include safety pertaining to fleet operations, commercial driver licenses, blood borne pathogens, harnesses and lanyards, pool operations, HAZWOPER, confined spaces, construction, and Workzone Traffic Control.
- Working conditions are in an office and outdoor environment.
- Ability to communicate clearly and effectively.
- Knowledge of hazardous chemicals and waste products.
