The Records Management Analyst will direct CITGO employees to ensure that records and information are managed consistently across all of CITGO Petroleum’s business units in compliance with legal and operational requirements. This individual will be responsible for advising Business Units as to their responsibilities under the Records & Information Management (RIM) Program. They will advise on Records & Information Management (RIM) principles that reflects the direction, vision, mission, values, goals and standards for the organization. This includes RIM program definition and development and administration of program policies, procedures, standards, processes and guidelines, corporate communications and promotions, training and education in collaboration with all managers and employees of CITGO Business Units for program implementation.

The Records Management Analyst will also serve as the Administrator for CITGO’s RIM Program. These responsibilities include: reviewing and updating the corporate Records Retention Schedule (RRS), the Records Management Policy, RIM Program Procedures, Processes, Standards and Guidelines, and recommending improvements by auditing program quality and user practices; administering, coordinating, and documenting the destruction review and approval process; and providing consultation for any RIM related projects with CITGO Business Units including the acquisition of new EIM/IG and/or physical records storage systems.
Minimum Qualifications:

Degree / The minimum number of years of job related experience required:

  • College Degree (Bachelors Level) plus 5 years of records and document management experience required.
  • Equivalent experience (9 years) plus Certified Records Manager (CRM) in lieu of a College Degree (Bachelor's Level) will be considered.

Job Duties:
  • Training and Analysis - Assess organizational records management training needs and provide educational materials for employee development regarding records management policies, procedures and standards. Develop communications strategy to promote the RIM Program and enhance the ability of all CITGO employees to manage records and information according to the RIM Program. Develop online repeatable training videos for Enterprise Management Programs.
  • Legal and Regulatory Requests – Coordinate with Corporate Legal, Tax and HSSE departments to respond to record and information requests for regulatory inquiries, tax audits, legal cases and subpoenas. Also provide legal hold and litigation support services, as required.
  • Customer Service - Provide records management consulting and training to CITGO Business Units field offices and refineries for any RIM/IG projects including those associated with technology solutions. Advise and assist IT, Business Units and all CITGO employees/contractors in determining records management infrastructure and technology solutions (e.g. document imaging, EIM/IG software, e-mail management technology solutions, and off-site storage solutions. Guide and assist managers, records coodinators and CITGO employees/contractors in records conversion activities at all locations. Advise managers regarding cost-saving methods to manage and store their records needs for both physical and electronic needs. Manage outside vendor contracts for off-site and vital records storage.
  • Design, Develop, Implement, and Monitor - Develop policies, procedures, processes, standards, and guidelines for the management and control of all records and information stored in all media throughout their complete life cycle, from creation, receipt, processing, distribution, storage, retrieval and final disposition. Work with CITGO employees and Records Coordinators to implement and/or adapt processes across the Enterprise to comply with the approved policies, procedures, and standards. Develop, manage and update the corporate Records Retention Schedule (RRS). Advise on records management technical requirements for managing both paper and electronic records. Monitor Business Units and CITGO employees recordkeeping methods to ensure compliance with all policies, procedures, standards, and retention schedules.
  • Team Leadership – indirect supervision of Records Coordinators throughout the corporation. Consistently and effectively communicate and model the vision to inspire others to achieve RIM Program objectives.
