Summary: VES is looking for a QHSE Director to join our team in our Kingwood location. This person works with the leadership team to set the global vision for QHSE (Quality, Health, Safety, & Environment) and creates and executes a plan to pursue it.
Plans and drives the development, implementation, application, and maintenance of a unified Integrated Management System (IMS), specifically in the realms of Quality (such as ISO 9001), Occupational Heath & Safety (such as ISO 45001), and Environmental (such as ISO 14001.) Identifies and creates necessary policies and procedures and leads the company in achieving and maintaining relevant standards and certifications.
Coaches, supports, instructs, and ensures the commitment of local management to effectively operate at a high level of QHSE capabilities. Works with global leaders to establish a culture of engagement by all employees in QHSE processes, including company and regulatory requirements within assigned locations.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Works with Operations and HR to identify training needs and link training plans with the needs of the organization. Develops, implements, and manages safety programs and employee training on quality, safety policies, procedures, and regulations.
  • Performs other duties and participates in special projects as assigned.
  • Communicates overall vision and improvement priorities across the organization. Provides status of current projects, results to date, and recognition for top performers regularly.
  • Holds management reviews of corrective actions, evaluates against benchmarks, and develops, communicates, and executes action plans for improvement.
  • Develops and communicates the process for the annual review of QHSE performance.
  • Verifies conformance to the QMS and compliance with all HSE regulations and ensures all necessary records are maintained and prepared according to established guidelines.
  • Strives to build positive momentum, foster healthy competition, and demonstrate that QHSE is about generating results for everyone -- the Company, its customers, employees, suppliers, and other stakeholders.
  • Implements, maintains, and ensures conformance to the Quality Management System in all areas of the company.
  • Plans, schedules, conducts, and/or provides oversight for internal and vendor audits.
  • Keeps abreast of changes to laws and regulations and ensures that the changes are incorporated into policies and procedures.
  • Implement a unified IMS to serve as a baseline for QHSE management companywide.
  • Identifies QHSE initiatives and designs and evaluates metrics that drive performance throughout the organization.
  • Pursues the secure and efficient digitization of QHSE processes and documentation and streamlines and/or automates the consistent reporting of consolidated QHSE metrics.
  • Manages relationships with governing bodies such as API, ISO, ISNet, and Senior QHSE contacts with key customers and vendors.
  • Analyzes conformance and compliance data on an on-going basis and develops recovery plans as needed.
  • Manages the participation in all required environment, health, and safety inspections. Provides inspectors with appropriate documents and identifies safety measures.
  • Ensures complete investigation of severe incidents and injuries and prepare material and evidence for the organization’s use in hearings, lawsuits, and insurance investigations.
  • Submits reports required by management and regulatory agencies.
  • Integrates proactive indicators, metrics and procedures, such as near-miss and opportunity for improvement.
  • Develops tools to improve the quality, efficiency, and value of documentation, document control, and reporting relating to QHSE requirements.
  • Advises, guides and at times participates directly in standard incident investigations.
  • Analyzes incident and injury/illness data and adjusts the focus to address areas of concern. (~10%)
Education And/or Experience
  • At least ten years of progressively more responsible experience in a manufacturing environment.
  • Bachelor's degree Quality, HSSE, Business, or a related field.
At least three years of leadership experience. Experience in a similar industry is desired.
  • Sound understanding of business linkages and the ramifications that decisions can have.
  • Knowledge of HSE monitoring organizations such as ISNet.
  • Compliance with oilfield operator safety programs (ISNetworld, Veriforce/PEC…)
  • Environmental regulations.
  • Trained auditor.
  • Familiarity with standard concepts, practices, and procedures within oil & gas manufacturing and services preferred.
  • Recognized safety and/or environmental management certifications (e.g. CSP (Certified Safety Professional), NEBOSH (National Examination Board in Occupational Safety and Health), or OHST (Occupational Health and Safety Technologists) preferred. ASQ certification in quality management is preferred.
  • Specific professional experience in implementing and managing:
  • TQM (Total Quality Management) principles and their implementation.
  • Worker compensation cases.
  • Application of HSE systems across both industrial and sales & operations applications.
  • Developing and maintaining IMS.
  • OSHA requirements and regulations.
  • IMS system (ISO 9001/14001/45001).
  • Thorough knowledge of relevant HSSE procedures and regulations. Knowledge of appropriate KPI’s, leading and lagging indicators, and use of to manage HSSE.
