This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management. The anticipated life of the employment list is six months. Current vacancy is with the Resource Management Agency in the Economic Development and Planning Division located in Visalia.
Review Date: May 31, 2023
Primarily working within the Planning Division processing and reviewing projects/planning permits. In addition, assist the Chief Planners and Assistant Director in directing the activity of the division; assist with administrative duties such as budget preparation, and interviewing and selecting staff; prepare, schedule and monitor work assignments; prepare and/or review CEQA and NEPA technical studies and documents; review CEQA clearance and notification; make field trips to property sites and surrounding areas to gather information; analyze collected case or project data and formulate recommendations; review proposed public and private projects including land use, subdivision, zoning, and energy projects, and make recommendations in determining significant effect on the environment; prepare and file Notices of Exemptions and Notices of Determination with the County Clerk; research and prepare information for use in special studies and complex reports such as community plans, amendments and reviews, and developing reports; review and comment upon reports, legal notices, and documents prepared by other agencies; organize, conduct and attend meetings to represent the department and to make informative presentations; supervise, train, and evaluate employees in an assigned division; direct and develop methodologies for the collection, synthesis, and analysis of data inputs and research assignments; review and edit the work of subordinates; assist in the identification and development of planning alternatives, strategies and departmental policies; assist in and direct the preparation of complex transportation and environmental documents; meet and consult with other agencies and the public as a departmental emissary and in the course of interpreting and explaining planning functions; meet with consultants and other departments in solving problems of common interest; maintain knowledge of on-going work programs performed by all divisions of the Public Works and Planning Divisions; use word processing software to create memos and reports; keep staff informed of changes in laws, policies and procedures; present reports to commissions, boards and councils regarding projects, plans, ordinances and other planning related matters; assist in the preparation of grant applications; organize and conduct meetings with public and private groups.
Education: Bachelor’s degree from an accredited college or university with major course work in urban, regional or city planning, environmental studies, transportation, geography, architecture or closely related field.
Experience: Four years progressively responsible professional and comprehensive local governmental planning experience including supervision of professional and support staff.
Knowledge of: Principles of transportation planning and environmental law and its implementation of techniques used in researching transportation, environmental and planning issues; strong liaison experience with other agencies, project management and dealing with the public; principles, practices, and purpose of transportation and land use planning, resource management and environmental assessment and planning; Federal, state and local regulations and laws concerning transportation, environmental (CEQA and NEPA), general plan (including the Housing Element), community plan, subdivision and zoning issues, and statistics; research methods and procedures; principles and practices of supervision, training and evaluation.
Skill/Ability to: Assist in directing the daily activities of a division; ability to collect, analyze and interpret data pertaining to environmental impacts of proposed projects; read, understand, and interpret laws pertaining to planning; write reports concerning proposed planning projects; prepare and present reports and technical information at public meetings; read, interpret, and direct preparation of planning data, maps, aerial photos, graphic illustrations and displays; ability to multi-task; be responsive to customer service and delivery; demonstrate critical thinking and problem solving skills; demonstrate interpersonal skills working with a wide variety of individuals and groups; be technologically proficient using personal computer and software programs.
Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP). .
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.
Group Term Life Insurance: $10,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled. Provided by Standard Insurance Company.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
