Manager, Fleet
OUC - The Reliable One, an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking a Manager, Fleet to join the Financial & Support Services division.
We are looking for results driven, process improvement-oriented leader to oversee the daily fleet operations and be a champion of change for future migration of going from oil/gas vehicles to hybrid and eventually fully electric vehicles, and who can assist with achieving our vision of being an innovative solutions leader and the partner of choice.
In this role, you will be responsible for the specification, procurement, contract administration, maintenance and repair of commission vehicles/equipment and building out the infrastructure over the next five years.

The ideal candidate will have:
- Certified Automotive Fleet Manager (CAFM) Program Certification is preferred
- Bachelor’s Degree in Business Administration, Engineering or directly related field from an accredited college or university
- Minimum of five (5) years progressively responsible work experience in fleet operations, fleet maintenance, fleet procurement, or combination of experience.
- Minimum of three (3) years of supervisory/management experience
- Strong interpersonal and written communication skills, with the ability to build and maintain trusting relationships within one’s own team and across the organization.
- Minimum of three (3) years of experience in interaction with vendors and suppliers in the automotive industry

Job Purpose:
Manage the activities of the business unit; provide supervision and oversight to employees who are responsible for the specification, procurement, contract administration, maintenance and repair of commission vehicles/equipment. Lead the transition of technologies and operations to support sustainability.
Primary Functions:
- Perform other duties as assigned.
- Leadership
- Update training materials for the training manuals;
- Ensure time sheets for direct reports are recorded correctly;
- Collaborate with staff on major/minor fleet project coordination;
- Emergency Response
- Create Capital/Lease Transportation Plans annually;
- Manage all in-service activities including, timely acceptance and assignment of new or refurbished vehicles or equipment, installation of tags and other proprietary items making vehicle ready for use;
- Lead the transition of fleet to sustainable/renewable technologies;
- Serve in an Incident Command Center (ICC) leadership role during emergencies and disaster related activities
- Oversee the Fleet day-to-day operations;
- Coach and advocate for embedding sustainability in operations and technology;
- Operations
- Manage all decommissioning activities including, timely inspection, reconditioning, and moving vehicles for auction or resale;
- Financial and strategic sourcing budgetary and compliance oversight including incorporating vehicle and equipment specification requirements
- Oversee and monitor direct reports to ensure that the fleet is maintained in accordance with established standards and that policies and practices are properly followed;
Technical Requirements:
- Demonstrate leadership skills with ability to coach, train and motivate colleagues at various levels;
- Budget reports;
- Procedural manuals;
- Software Application (i.e. Visio, Docusphere, Fuel Management System, electronic (GPS) and video monitoring systems); Maintenance manuals;
- Working knowledge of all, but not limited to the following:
- Federal EPA reporting;
- Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
- Billing statements;
- Corporate purchasing card statements;
- Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).
- Related industry, organizational and departmental regulatory guidelines, best practices, and procedures;
- Electrical and mechanical diagrams;
- Familiarity with all, but not limited to the following:
- Time-sheets;
- Performance appraisals;
- Contracts;
- Lead transformation and change initiative for sustainable fleet
- Ability to:
- Preventative maintenance reports;
- Vehicle/Equipment leases;
Education/ Certification/ Years of Experience Requirements:
- Minimum of five (5) years progressively responsible work experience in building construction, building and mechanical maintenance or a commercial building facility operation on a large scale
- Certified Automotive Fleet Manager (CAFM) Program Certification (preferred)
- Insight Software
- JD Edwards EnterpriseOne software
- Minimum of three (3) years of experience in interaction with vendors and suppliers in the automotive industry
- Must complete the following training within six (6) months:
- Bachelor’s Degree in Business Administration, Engineering or directly related field from an accredited college or university
- Minimum of three (3) years of supervisory/management experience
Working Conditions:
This job may occasionally be exposed to wet, humid conditions (non-weather), work near moving mechanical parts, fumes or airborne particles, and outdoor weather conditions. This job may occasionally be exposed to working in high, precarious places, extreme heat (non-weather), vibration, breathing apparatus, insects, and risk of electrical shock. This job will serve in an ICC leadership role during emergencies and disaster related activities.
Physical Requirements:
This job includes very frequent speaking/hearing, writing/typing, and detailed inspection. This job requires frequent standing, walking, sitting, repetitive motions, and climbing. There may be occasional pushing/pulling and/or digging, reaching over head, and lifting up to twenty (20) lbs. Also, this job includes frequent driving of a company vehicle.
