Job Description
Requirements And Preferences


The Broward County Board of County Commissioners is seeking qualified candidates for a Human Services Manager position.


General Description


Provides leadership to programs providing treatment in behavioral healthcare.


Works independently, under limited supervision, reporting major activities through periodic meetings.


Minimum Education And Experience Requirements


Requires a Master's degree from an accredited college or university with major coursework in social work, gerontology, psychology, or closely related field. (One year of relevant experience may be substituted for each year of required education, depending upon area of assignment.)


Requires four (4) years in social services casework, counseling and/or other closely related experience including two (2) years of supervisory experience.


Special Certifications and Licenses


  • Depending upon area of assignment, licensures and/or certifications may be required.
  • Must possess and maintain a valid Florida Class E Driver's License and be able to maintain authority to drive on County business.


Preferences


  • Experience responding to Commission or Governor Requests
  • Microsoft certifications
  • Doctorate Degree in Social Work, Psychology, Law, Public or Business Administration, or closely related field
  • 1+ years experience in Agenda creation and review
  • Homeless Management Information System end user
  • Six Sigma Certification Yellow or Green Belt
  • Masters in Social Work, Psychology, Law, Public or Business Administration, or closely related field


Duties And Responsibilities


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


  • Attends conferences and community meetings to promote collaboration between agencies; meets with public officials, Judges, and other members of the system of care to assure that liaison services are effective.
  • Initiates and implements administrative programs and evaluates efficiencies and effectiveness; oversees and reviews program scope and services to ensure compliance with goals and objectives.
  • Creates and maintains collaborative partnerships with law enforcement, government agencies, non-profit and for-profit organizations and faith-based agencies; composes written and oral communications for requests, program development, information and services.
  • Performs general staff supervision of professional staff and clerical support, including training, evaluation and corrective actions.
  • Serves as liaison with various community boards, councils, and agencies at State, county and local levels; facilitates and conducts agency meetings, presentations, workshops, and trainings on to how to improve and increase program service delivery, efficiencies and overall program effectiveness.
  • Manages and oversees agenda development process. Coordinates work of staff to ensure accurate and timely submission of all agenda documents. Communicates and enforces compliance with all required deadlines. Review staff's work product to ensure each submission complies with County requirements. Liaisons with staff from Human Services and County Attorney's Office throughout the agenda development process.
  • Reviews, provides feedback, and approves performance evaluations of subordinates; completes performance evaluations on staff under direct supervision; modifies questions, rates and interviews applicants for vacant positions within the department.
  • Monitoring and evaluation of local homeless services administered or funded by County either through the County’s general fund or through U.S. Department of Housing and Urban Development (HUD) or the Department of Children and Families funds to assess their performance based on factors identified by the State and/or HUD; and manage statutory major functions of a local homeless coalition as described in Section 420.623(2) F.S.
  • Depending upon area of assignment, may be required to work nights/weekends/holidays.
  • Performs related work as assigned.
  • Develops, implements and manages administrative and program budgets; formulates operational policies and procedures, updates and revisions.
  • Manage and implement the Broward County Landlord Recruitment Initiative to increase the pool of landlords within the jurisdiction.
