Job Description

Duties

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible and is eligible for:

  • Fully remote within 50 miles of the USPTO Alexandria, VA headquarters and the duty station is the authorized telework location (typically your home address)

This position is located in the Enterprise Services Division, Office of Human Resources. This role is the ideal next career step for you if:

  • You're an excellent communicator who collaborates with all system vendors and vendor support staff to resolve technical issues they occur outside of the immediate control and responsibility of the administrator.
  • You have expert knowledge of end-to-end functions of a Learning Management System (LMS) defining user fields, custom, permissions, groups, etc.; monitoring, troubleshooting, resolving LMS issues, creating and managing a sub learn center.
  • You're interested in serving as a USPTO representative on Department of Commerce's Commerce Learning Center Administrators Forum and the CLC Requirements Maintenance Workgroup.
  • You're interested in serving as webmaster for special intranet initiatives and webpages as well as the Enterprise Training Division's portion of the OHR intranet to include serving as a subject matter expert on content, design, and rollout strategy for enterprise-wide, web-based training initiatives.
  • You have experience implementing project plans to meet objectives, integrating information systems and subsystems and developing and implementing project plans, gathering requirements and providing analysis of them or related data.
  • You have experience providing senior level advice in the area of human resource development as it relates to e-learning initiatives and you have exercised responsibility for the continued design, development, documentation, delivery, maintenance and implementation of technology-based learning solutions.
  • You can serve as primary liaison between all enterprise business units and USPTO's main technical services team to troubleshoot issues related to computer-based learning courses.
  • You're excited about driving innovative change in the delivery of training and performance support to the Agency's workforce and facilitates the implementation of new learning technologies.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
For this position, the next lower grade level is a GS-12. Specialized experience for this position includes:
  • Experience providing consultation to customers in defining e-learning project scopes, requirements, and deliverables; and/or
  • Experience serving as an administrator for a Learning Management System;
  • Experience participating in computer-based training instructional design, content development, and project review.
  • Experience using a learner management system to conduct training related activities such as planning, managing, and conducting courses and programs and determining the application of training events (e.g. virtual instructor led, blended learning, computer based, etc.);
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted at the GS-13 grade level.

This is a Non Bargaining Unit position.
This is a Public Trust position and has a risk level designation of "MODERATE".
