Position Summary
The HR General Manager position reports to the Human Resources Deputy Director and has macro level responsibility for leading the Employee Services function to provide human resource services to customers while ensuring that all laws, rules and regulations are met and applied. Human Resources and Employee Services Managers, Human Resource Specialists and Human Resource Assistants report up to the HR General Manager.
EXAMPLES OF DUTIES:
- Interprets federal and state employment laws and regulations, including but not limited to FLSA, FMLA, ADA, and HIPAA.
- Provides vision, leadership, planning, project coordination and management for the development and facilitation of efficient operations to meet current and future business demands and needs.
- Supports consistent application of HR policies and procedures.
- Plans, directs, trains and supervises employees on a daily basis, including assignment of work, performance reviews and recommendations regarding career development and progression.
- Proposes strategic advice for the city-wide employee engagement function through data analysis, consultation, and action planning to drive organizational effectiveness.
- Consults with directors/division heads on employee relation matters, department reorganization efforts, and change management.
- Manages key employee life cycle HR functions, which include but is not limited to: Onboarding, Employee Experience & Engagement, DE&I Strategy, Employee Relations, Performance Management.
- Identifies opportunities to reduce risk through risk mitigation analysis and by strengthening policies and providing training to managers/employees, as needed.
- Assists with the performance of retention and turnover risk analysis and develops strategies to retain top talent.
- Assists with the development of detailed justifications for proposals or initiatives in the budget development process.
- Acts as a liaison in employee relations matters by providing guidance and oversight to investigations and sensitive complex employee issues in collaboration with the Human Rights, Civil Rights, Improvement & Opportunity and Law Departments.
Bachelor's degree in Human Resource Management, Business Administration, Public Administration or other related field of study.
Experience
Must have a minimum of seven (7) years of management/supervisory experience which includes five (5) years of direct experience over human resources functions.
Preferred qualifications:
Senior Professional in Human Resources (SPHR) Certification or SHRM-SPC
Equivalency
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
