QUALIFICATIONS:
- Bachelor’s Degree in Accounting or related field from an accredited university.
- Master’s Degree in Business Administration or Healthcare Administration is preferred.
- Three years of health care or nonprofit grant accounting experience, preferably in a federally qualified health center (FQHC).
- Exceptional knowledge of accounting, budgeting, grants management and Generally Accepted Accounting Principles (GAAP)
- Ability to analyze complex data, including fiscal and performance data, and communicate the results.
- Must be proficient in Microsoft Office Suite and general ledger software systems.
- Ability to communicate effectively orally and in writing, and work well with all levels of staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Responsible for the preparation of budgets and all related financial information required for grant and contract applications, requests, and proposals, and the integration of those budgets into the organization’s operating budget.
Maintains and provides for safeguard of all SBCHC’s assets and maintaining inventory.
Perform accounting functions to support the Chief Financial Officer and Finance department.
Responsible for the preparation and submission of vouchers, invoices, and requests for reimbursement for all grant-funded expenditures and programs.
Responsible for all local, state, and federal grant and contract financial reporting including, but not limited to HRSA Uniform Data System (UDS) and Federal Financial Report (FFR) preparation.
Responsible for all ancillary reports to local and state governmental entities, including, but not limited to cost allocation plans and indirect cost rates.
Works closely with the controller, chief financial officer, chief development officer, program managers, and grant writer in the preparation and submission of grant and contract proposals including, but not limited to private foundations and governmental entities.
Work with auditors and third-party funders as needed to gather data for grant and program review by preparing audit work papers, schedules, reports and supporting documentation to be used during grant audits by local, state, federal or other oversight agencies.
Responsible for managing the drawdown of federal grant funds and quarterly payment reporting.
Provides leadership, oversight and guidance for the operation of grant accounting and compliance functions, including review and preparation of budgets and amendments, preparation of grant reports and financial documentation, and grant closeout documents.
Reviews, audits, analyzes and reconciles all financial and other related information and documents in support of grant related expenditures to ensure compliance with applicable federal, state and other related regulations, statutes and Generally Accepted Accounting Principles (GAAP).
Analyzes various grantor revenue and expenditure reports and makes appropriate recommendations to ensure compliance with budgeted projections and grant provisions.
Assists controller and chief financial officer in the preparation and monitoring of organizational as well as departmental annual grant budgets.
Compiles and analyzes financial data for preparation of various costing, monthly and/or quarterly reports to federal, state and other related agencies for grant activities.
Reviews, analyzes, balances and reconciles grant accounting activities with the general ledger system and other related reports.
Prepares and maintains documentation to support federal, state and other related agencies’ audit inspections of financial transactions including compliance, billing, funds drawn down, correspondence and other related activities.
Supports departments with departmental grant budget projections and monitors utilization of grant funds.
Educates program staff regarding grant or contract rules and regulations and monitors compliance with grant terms and conditions.
Monitors and ensures compliance with federal, state, local and special program reporting requirements for grant activities.
Compiles and analyzes data as well as prepares responses to questions from management regarding financial statements and reports including contract and grant expenditures, status and terms.
Performs other duties as assigned by the Controller, CFO, and/or CEO.
All Health Center staff members have emergency and disaster response responsibilities. Participates in all safety programs, which may include assignment to an emergency response team.
