Job Description
ICF Disaster Management division seeks a Grant Manager with solid experience in CDBG-DR Infrastructure and Buyout/Acquisition. The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and long-term housing, economic and infrastructure recovery after disaster strikes. Our functional expertise is in program management and operations, technical assistance, training, website development, compliance and monitoring and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery programs. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others. All our work is done in a professional, collegial, and intellectual environment that allows individuals to pursue their passions and generate results.

As an Infrastructure/Buyout Grant Manager, you should have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as other applicable Federal disaster recovery programs. You will be responsible for providing subject matter expertise in infrastructure and buyout/acquisition areas to assist with the successful implementation of disaster recovery projects and programs associated with the State of Texas’ Hurricane Harvey CDBG-DR funded recovery efforts. You will work with senior staff, other experts, outside contractors, and junior staff to develop and implement policies and procedures for post-disaster recovery efforts and build systems and processes to speed recovery efforts. Responsibilities may also include serving as an expert on policy, regulatory and operations issues, developing written materials, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. This is a position that requires the ability to think on one’s feet and adjust to an ever-changing environment. (This is Non-Covid, Non-Health, Non-IT)
This is a Hybrid position in Houston, Texas, remote and onsite, with ability to travel up to 10%. Please provide an updated resume aligned to the qualifications, skills and experience required.

Key Responsibilities:
  • Provide advisory and consulting services to clients through training sessions and one-on-one conversations during on-site visits.
  • Be available to interpret and apply the regulations within the context of these systems.
  • Provide training and technical assistance in infrastructure and buyouts/acquisitions.
  • Help implement CDBG-DR funded programs.
  • Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Duplication of Benefits, etc.) and translating them into the implementation of the programs.
  • Provide subject matter and operations expertise in disaster recovery program design and implementation, as well as pre-disaster risk mitigation measures.
  • Work as part of a team providing expert services to support disaster recovery efforts with a focus on infrastructure and financial management
  • Help refine program procedures and processes for implementation.
  • Develop written products and tools for grantee policies and procedures, program implementation, and design.

MUST HAVE QUALIFICATIONS:
  • 3+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation.
  • Willingness to travel up to 10% depending on role and project needs.
  • 5+ years direct experience in providing training and technical assistance in the field of affordable housing, "infrastructure grant programs", construction oversight and/or community development.

Preferred Skills/Experience: (These provide more edge and preference than candidates who have only the required skills)
  • Experience delivering training and technical assistance to state and local government agencies.
  • Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client ready” deliverables
  • Bachelor’s degree in planning, Public Policy, Government, or a related discipline.
  • Experience working in a consulting firm, development organization, or public agency preferred.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$63,977.00 - $108,760.00
