This role will serve as deputy to the Chief Human Resources Officer for Central Office. Primary areas of responsibility will include oversight of workforce planning/staffing, onboarding and employment operations, and will oversee a team of Senior HR Generalists, HR Generalist and HR Representatives. The Deputy Director will also be responsible for reporting and tracking of various information.
Workforce Planning
- Monitor action approvals and assist departments with entry, as needed
- Ensure all requested employment transactions (promotions, salary adjustments, data changes, etc.) are compliant with policy.
- Assist departments with completing action requests and gathering required documentation
- Assign approved actions to HR Generalists/Representatives
- Manage vacancies and oversee the creation of job postings in PeopleSoft; check job postings for accuracy prior to opening each position.
- Review Functional s for classification and compensation alignment
- Receive and review/enter all HR action requests into approval system
- Notify Talent Acquisition team in order for recruitment sourcing to begin. Communicate with department directors and hiring managers to advise on vacancy approval process, determine staffing needs and provide regular updates on staffing pipelines.
Onboarding
- Review all completed onboarding packages to ensure completion of all tasks required in order for final offer letter to be sent
- Oversee the entire offer process, including all contact with candidates, schedule OHS/fingerprinting, extend preliminary offer, review of onboarding documents, clearance to start.
- Conduct reviews for selected candidates to ensure experience/education match corporate standards, offered compensation is compliant with corporate salary policy and necessary approvals are in place.
- Oversee the creation of new employee hire screens.
- Oversee enrollment of new hires into System New Employee orientation
- Speak regularly with directors and hiring managers to advise on onboarding process, determine priority hires and discuss best hiring practices.
- Answer any HR related tasks/questions for potential hires, offers, payroll, benefits, time & leave, and compliance topics.
- Maintain/update pipeline and compile year end hiring metrics.
- Oversee staff that perform background checks, fingerprinting, data and review of employment documents.
Employment
- Process other employment actions in PeopleSoft (promotions, salary adjustments, data changes etc.) and send corresponding notification letters.
- Maintain and update periodic reports on all pending HR transactions.
- Coordinate transfer request process
Miscellaneous
- Ensures compliance with all processes and maintains a high level of confidentiality at all times.
- Assist with special projects as needed.
- Ensure all filing is completed in a timely manner (Payroll Audit Report, Onbase, Personnel File)
- Supervise staff in the absence of the CHRO as directed
- Generate reports/queries for the Chief Human Resources Officer as requested.
- Answer general employee inquiries.
- Advise HR liaisons/managers on HR processes.
Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related program; and,
2. Six years of progressively responsible administrative, managerial and consultative experience and background; or,
3. A Master's Degree from an accredited college or university with the same educational disciplines as shown in (1); and,
4. Five years of progressively responsible administrative experience and background; or,
5. A satisfactory equivalent combination of training, education and experience in related fields and educational disciplines; and,
6. General knowledge of policies and programs utilized in the operation of a hospital or medical care center, ability to assimilate and analyze data in order to recommend action based on analytical findings and to assist in resolution of health care administration and management problems.
Department Preferences
- HR Certification, such as SPHR or similar preferred
- 5+ years of HR experience in a similar setting, leading onboarding/employment operations
- 4+ years of experience managing HR staff at a similar senior level

- Demonstrated ability to handle sensitive and confidential information.
- Strong working knowledge of PeopleSoft
- Strong working knowledge of Microsoft Office (Excel, Word, Outlook)
- Strong interpersonal and relationship building skills.
