Job Description
Minimum Qualifications


At least six years of professional experience in the administration of a benefits, personnel, and/or payroll program for a government-based organization. College study may substitute for up to four years of experience, with one year of undergraduate study equating to one year of experience. A relevant Master’s degree may be substituted for an additional one year of the general experience.


Duties Description


Reporting to the Deputy Director of Employee Services, the Human Resources Onboarding Specialist is responsible for the overall onboarding process of new employees, which includes maintaining and updating benefits and payroll onboarding materials; providing onboarding guidance and follow-up; and processing onboarding paperwork.


Duties


  • Cross-train with the HR Specialist for Transactions, and assists with their duties as needed.
  • Follows up as needed to ensure timely submission of onboarding paperwork. Processes all health benefits requests per form elections. Reviews payroll forms for accuracy and provide to DOB for processing.
  • Responds to inquiries regarding health insurance, retirement benefits (for both active and retirees), time and attendance, paycheck, life insurance, and all other miscellaneous benefits (NYS Rides, tuition reimbursement, Flex Spending, etc.)
  • Provides onboarding paperwork to incoming employees for benefits and payroll establishment.
  • Acts as the Designated Access Officer for SFS responsible for employee profile/proxy updates.
  • Answers employee time and attendance questions.
  • Provides LATS orientation and general system guidance.
  • Acts as Ethics Filer Agency contact to assist in keeping filer information up-to-date and annual certification.
  • Meets employees in-person or by phone to review and assists in completion of required forms and provide benefits overview.
  • Other duties as assigned.
  • Assists Chamber employees on other payrolls with onboarding paperwork.
  • Updates Employee supervisors in LATS; helps reconcile outstanding timesheet issues.
