Combination Building Inspector Jobs

Under general supervision, conducts residential and commercial inspections for the City.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

• Provides customer service by providing technical assistance to the general public, design professionals and contractors regarding the permitting and building process; explains and interprets codes and regulations.
• Assists in the update and maintenance of the Department’s portion of the City’s web site; provides technical assistance to staff regarding hardware/software usage.
• Conducts plan reviews; reviews requests and issues building permits; reviews engineering and design drawings for compliance to municipal, state and federal building codes and safety laws.
• Observes building conditions and issues notices for corrections; obtains evidence and prepares reports regarding violations; prepares complaints for legal action against violators; confers with City legal staff regarding ordinance interpretation; maintains inspection records and prepares reports.
• Ensures all federal flood elevation criteria is implemented.
• Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.
• Plans, organizes and participates in all building programs and activities; attends Building Board of Adjustment and Appeals meetings.
• Inspects buildings during and after construction to ensure foundations, plumbing, electrical, framing and other components meet the provisions of adopted codes, municipal and state codes/safety laws and approved plans, specifications and standards.
• Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

KNOWLEDGE AND SKILLS:
Knowledge

• FEMA regulations.
• Business and personal computers, and spreadsheet software applications.
• Residential and commercial construction methods and practices.
• Texas Local Government Code.
• Adopted International Codes and related ordinances and regulations.
• City organization, operations, policies, and procedures.
• City geography.
• Principles and practices of residential and commercial construction plan reviews.

Skill in:

• Organizing and maintaining records and analyzing data.
• Reading and understanding construction plans and supporting documents.
• Understanding and applying City policies and procedures, and applicable federal and state regulations.
• Handling situations requiring diplomacy, fairness, firmness and sound judgment.
• Communicating effectively verbally and in writing.
• Providing efficient customer service.
• Establishing and maintaining cooperative working relationships with all levels within the City.

MINIMUM QUALIFICATIONS:
High School diploma or equivalent; AND the ability to obtain a state plumbing inspector license within 12 months of hire, the ability to obtain a residential combination inspector certification within 24 months and the ability to obtain a commercial combination inspector certification within 48 months.
License And Certification
Possession of a valid Texas driver’s license.
ICC Residential Combination Inspector certification preferred.
ICC Residential Combination Inspector certification preferred.
State Plumbing Inspector License preferred.
Physical Demands And Working Environment
Work is performed both in an indoor and outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions, potential physical harm and hazardous chemicals. May be required to lift and carry items weighing up to 30 pounds.
