Job Description
Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within the district. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests. Employees at this level follow standard practices that do not require frequent supervision of details.
Essential Duties:
Construction Inspector I
  • Attends pre-construction meetings and answers questions from contractors and other attendees
  • Performs other job responsibilities as assigned
  • Calculates payments due to contractors for work completed
  • Observes and inspects ongoing construction work.
  • Documents work progress and issues arising throughout scope of project
  • Prepares monthly and final estimates
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates
  • Oversees construction record-keeping activities; recommends payments to contractors
  • Prepares and reviews correspondence
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades; as required moves traffic control devices and barricades
Construction Inspector II
In addition to the duties listed above:
  • Trains and mentors less experienced inspectors on work methods.
  • Resolves differences in interpretation of plans and specifications
Construction Inspector III
In addition to the duties listed above:
  • Interprets plans and specifications and negotiates with producers and suppliers to resolve differences
  • Handles problem calls from producers, suppliers, inspectors and construction project field personnel
  • Serves as a lead worker or project leader
Minimum Qualifications:
Construction Inspector I
  • Experience: 4 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.
Construction Inspector II
  • Experience: 5 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.
Construction Inspector III
  • Experience: 6 years in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience.
All Levels
  • Education: High School Grad or Equivalent in general high school studies.
  • Experience can be satisfied by fulltime or prorated parttime equivalent. Related college education or relevant technical training may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications
Licenses and Certifications:
  • Valid driver’s license. This position requires driving a state vehicle.

  • Performing calculations using algebra, trigonometry and geometry

  • Performing calculations to include material and labor estimates
  • Applicable inspection methods, procedures and techniques
  • Shows initiative and action beyond what is required to improve products or services; is self-starting and completes assignments independently without constant supervision
  • Basic traffic management and control procedures
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Physical Requirements and Working Conditions:
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Talking-expressing or exchanging ideas by spoken words
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Visual Acuity-operate motor vehicles
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Standing-prolonged periods of time
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Stooping-bending body downward and forward by bending spine at waist
  • Visual Acuity-determine work quality/make general observations of facilities/structures
  • Subject to noise
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc
  • Grasping-applying pressure to an object with fingers and palm
  • Crouching-bending body downward and forward by bending leg(s) and spine
  • Hearing-perceive sound at normal speaking levels;receive information by oral communication
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Close Visual Acuity-using measurement devices
  • Reaching-extending hand(s) and arm(s) in any direction
  • Subject to vibration
  • Kneeling-bending legs at knee to come to a rest on knee(s)
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Required to wear protective gear-respirator, hard hat, or other device
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
  • Subject to environmental conditions; protection from weather but not temperature changes
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Subject to inside and outside environmental conditions

Starting Annual Salary:
Construction Inspector I - $39,976.00- $61,399.00
Construction Inspector II- $42,521.00- $67,671.00
Construction Inspector III - $45,244.00- $72,408.00
This is for (1) Construction Inspector I, II, or III and The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.
