Summary

The Metropolitan Transportation Authority (MTA) has an exciting opportunity for a Chief Procurement Officer. The Chief Procurement Officer oversees the MTA’s multi-billion-dollar annual spending on everything from office supplies and professional services to railcars, buses, other infrastructure assets, and construction contracts. The goods and services we purchase are crucial to providing safe, reliable, and efficient transportation for our customers. The Chief Procurement Officer is part of the MTA Leadership team. The ideal candidate will play an integral role in establishing and executing strategic direction and policy for the oversight of all procurement activities and provide strategic leadership by articulating departmental needs and plans to MTA leadership and the Board in support of and consistent with, the MTA’s mission, vision, and values.

Responsibilities

Reporting to the Chief Administrative Officer, the Chief Procurement Officer will:

• Support MTA’s goals in building vendor diversity and partner with business leaders to define and deliver overall and category-specific strategies for all spend categories.
• Build a highly credible procurement function and become a sought-after value-added partner to the executive team and work with stakeholders to manage and execute value-add leadership in rolling stock strategy.
• Monitor key spending trends, cost drivers, market factors, geographic considerations, and strategic importance of critical commodities.
• Shape, direct, develop, and execute an enterprise-wide procurement strategy that will include spend management, procurement leveraging, strategic sourcing, business process optimization technology development and supplier development.
• Drive procurement operations, material planning, and material execution.
• Develop procurement and supply chain performance metrics around applicable areas: cost reduction, inventory management, quality, customer feedback, innovation, supplier evaluations, etc.

Education & Experience

 Required:

• A Bachelor’s degree and a minimum of fifteen (15) years work experience with progressively more senior positions involving management of strategic sourcing and procurement operations with an emphasis on change management, continuous improvement programs, supplier improvement programs, integrated supply chain management, and cost reduction.

Preferred:

• Supply Chain Procurement Certificate (CSCP, CTSC, CPIM, etc.)
• Experience with rolling stock procurements and/or transportation organizations
• A Master’s degree
