General Description:
In the Office of the Registrar, the primary responsibility of the Assistant Registrar I in the Registration and Compliance area assists the Senior Associate Registrar and Director Military Outreach with oversight of Veterans Administration (VA) Certification responsibilities and other designated functions of the office. This position functions as the lead senior staff member in the VA Certification section. The work is highly technical and involves heavy contact with student confidential information. In the certification process for Military learners, this position must know the policies and regulations from the VA in detail. In addition, this position is the primary trainer for others in the unit, serves as the primary problem solver for unusually and exceptional situations, and evaluates the accuracy, quality, and productivity of the other School Certifying officials by performing quality control audits of work product. This position organizes the almost 2000 VA benefit requests for all campuses of Georgia State to maximize efficiency and for completion of the various tasks required throughout the term to remain in compliance with the Veterans Administration. This includes an understanding of enrollment and financial policies. It also involved communication with other University offices such as Academic Advising, Student Accounts, Financial Aid and each academic department. This position functions with a great deal of independence based on required skill level and knowledge.
Specific Duties and Responsibilities:
- The Assistant Registrar I will oversee requests for VA benefits each term and certify enrollment to the VA using special software (VA Once), remaining in compliance with VA policies and regulations. Must have a high level of Banner knowledge (both in the Student module and the Financial modules) as well as use of the VA website and VA Once (proprietary software required for certification of benefits). Review quality, accuracy and productivity of other School Certifying Officials and communicate those results to Senior Associate Registrar and Director of Military Outreach.
· Review enrolled courses for each student using Degree Works to make sure they apply to the student’s program of study. This requires an extensive knowledge of degree requirements and curriculum. Communicate problems to students and provides options for resolution. Monitor student grades each term and report to VA students who are not making satisfactory academic progress and students who graduate. Create and provide lists to Student Accounts of students using VA benefits and the percentage of educational costs that the VA will be covering. Review lists sent from Student Accounts to confirm the VA payments are correct for the student’s enrollment status and approve financial aid refunds, if applicable.
· Answer questions by phone, email and in person from students, parents, faculty, and staff using excellent customer service and professionalism. Advises and counsels students to assist with maximizing their benefits to remain in school. Communicate debt notices sent from the VA to Student Accounts for collection and payment notices. Coordinate 3rd party billing with the Office of Students Accounts and the VA. This is especially critical to veterans using VA Vocational Rehabilitation program funds.
· Oversee requests for VA benefits each term and certify enrollment to the VA using special software (VA Once), remaining in compliance with VA policies and regulations. Review quality, accuracy and productivity of other School Certifying Officials and communicate those results to Senior Associate Registrar and Director of Military Outreach.
· Certify and reporting enrollment to the Department of Veteran Affairs for eligible military students to receive their VA education benefits at Georgia State each semester.
· Act on all matters, make decisions, attend meetings, and interpret policies during the absence of the Senior Associate Registrars and Director of Military Outreach.
· Supervise the day-to-day performance of the staff; monitor employees’ productivity and provide constructive feedback and coaching; maintain time keeping and personnel records; hire and train new employees; and ensure adherence to legal and HR policies and procedures and undertake disciplinary actions if need arises.
Minimum Hiring Qualifications:
Bachelor's degree and four years related experience; or a combination of education and related experience.
