Summary:
The core mission of the U.S. Department of Education (ED) Office of Federal Student Aid (FSA) is to administer the federal financial aid programs under Title IV of the Higher Education Act of 1965. This position is in the Department of Education (ED), Federal Student Aid (FSA), Office of the Ombudsman.
This position is designated as a Professional/Technical position pursuant to the 1998 amendments to the Higher Education Act of 1965.
Duties
As a Supervisory Management & Program Analyst, AD-343-00 (GS-13 equiv.), you will:
- Serves as a subject matter expert who has mastered the application of advanced management and organizational principles and practices assessing management processes and preparing long-range (5 year) and short-range planning guidance in accordance with broad business unit level program policies and objectives.
- Advises and consult with all levels of users regarding problems arising from using a system and suggests customized approaches to using specific applications systems for specific user needs.
- Provide leadership in the evaluation, assessment and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques.
- Provide input to planning documents such as qualitative and quantitative requirements, logistical support plans, and operational capability statements. Provides analysis of user problems and recommends corrective actions.
- Serves as an advisor to senior staff on alternative means of meeting program requirements, assessing life cycle costs, economic impact, and timing of alternative program efforts.

Qualifications
Specialized Experience
For the GS-13 (Equivalent) Level: Applicants must possess one full year (52 weeks) at the GS-12 equivalent level performing two (2) of the three (3) following work assignments:
- Experience in researching and analytical skills, including the ability to quickly integrate and synthesize information from different sources, to make sound policy decisions and recommendations.
- Experience in developing new approaches and concepts in planning, evaluating, and providing leadership to major long-range operational initiatives.
- Experience with developing and managing financial aid systems and tools.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills, and abilities (KSAs).
- Skill in assigning work based on management priorities, requirements of assignments, and staff abilities.
- Knowledge of how to manage organizational and programmatic changes in response to changes in levels of appropriations or other legislative actions, allocating resources among multiple activities within teams.
- Ability to communicate effectively to make recommendations and presentations to management on research results/analysis related to program delivery.
- Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches for identifying and resolving significant issues and problems of a unique nature.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
