Basic Function

Under direction, manages and administers all City Arts projects and programs, to include the Public Art Program, Mural Matching Grant Program, Arts Promotion and other Economic Development initiatives; staffs the Arts Commission and serves as the City liaison to the community on arts-related issues. Coordinates Economic Development art-related projects and programs as assigned; may supervise temporary and volunteer staff on a project basis.

Typical Duties

(May include, but are not limited to, those duties listed below.)
  • Manages the Mural Matching Grant Program, City Hall Student Art Exhibitions, Graffic Traffic box program, SculpTour, and other Art-based Economic Development programs, by soliciting program applications, reviewing eligible applications and selecting program participants.
  • Coordinates the creation of public information on the public art collection, including the public art website and brochures and acts as liaison to the press.
  • Represents the department at neighborhood and community meetings related to responsibilities.
  • Coordinates arts-related programs as adopted by the Arts Commission and/or City Council.
  • Signs off on final city acceptance of work and processes payments.
  • Manages public art projects from concept to construction, including coordinating with stakeholders, developing communications, and managing the work of consultants hired to advise on or coordinate public art and Economic Development arts-related projects.
  • Coordinates the development, review and approval of policies related to the arts; consults with other City departments on their policies and programs that impact the arts.
  • Consults with departments in determining and developing projects funded by the City’s Percent for Public Art Program.
  • Develops contracts with selected artists, ensuring that all City of Santa Cruz requirements are met.
  • Works with subcommittees, chairs and department staff to set commission and committee monthly agendas; prepares agendas, agenda reports, and other packet material.
  • Other duties as assigned.
  • Researches, compiles data and makes recommendations on proposed City Arts Program changes.
  • May hire and supervise temporary staff in the implementation of some art-related programs.
  • Manages artist selection process for the Public Art Program, including writing requests for proposals, setting up the selection and screening process and ensuring a quality result.
  • Coordinates Arts Commission and committee member recruitment and outreach.
  • Acts as liaison between artists and city departments, construction/project managers, press and the public, city council and committee/commission members.
  • Coordinates commission, committee and subcommittee meetings and communications.
  • Provides leadership in working with staff, commissioners, council and the public in conceiving, drafting and implementing annual and long-range plans.
  • Participates as City Arts liaison in local arts groups, ad hoc committees and meetings and in regional and national public art discussions and activities.
  • Curates and manages all artwork contained in the city public art collection to include proper display, care and conservation. Coordinates new acquisitions including facilitation of the public art gifts process. Accessions all works into the collection and maintains the electronic database.
  • Keeps current with regional, national and international trends.
  • Develops and manages the budgets for City Arts Programs.
  • Prepares reports and recommendations to council from the Arts Commission.
  • Develops a system of evaluation to continue to improve program planning and implementation of City Arts Programs.
  • Communicates with artists throughout the construction process and resolves issues or problems.
WORKING CONDITIONS
Position requires prolonged sitting, walking, talking and hearing in the performance of daily activities, with occasionally standing, stooping, kneeling, crouching, reaching, and working overhead. The position requires finger dexterity, feeling, grasping, and repetitive hand movement in using a computer keyboard. Additionally, the position requires far and near vision, ability to use both eyes (field of vision), and the ability to distinguish basic colors, shades of colors and depth. The need to lift, drag and push objects weighing up to 25 pounds is occasionally required; there may be a rare occasion when lifting an object of more than 25 pounds but less than 50 pounds is required. This position occasionally works outside in various types of weather, and around moving objects or vehicles. The nature of the job requires the incumbent to drive a city vehicle for the equivalent of several hours every month. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Knowledge:
  • Principles and practices of arts program administration and project management;
  • Familiarity with visual art concepts and practices; and
  • Contracting procedures; contract development and contract negotiations.

Skills
:
  • Analyze, interpret and evaluate administrative and/or technical issues.
  • Use computers and associated applications; and
  • Write effective, clear and comprehensive reports;
Abilities:
  • Communicate effectively, both orally and in writing;
  • Establish and maintain effective working relationships with City staff, outside committees and the public.

EDUCATION AND EXPERIENCE
Any combination of education and experience that provides the above skills, knowledge and abilities combined with any required licenses and certificates is qualifying. A typical way to obtain the required qualifications is to possess the equivalent of the following:
  • Two years of experience administering community arts programs.
  • A Bachelor's degree from an accredited college or university with major coursework in Art, Art History, Public Administration, or a related field and,
LICENSES/CERTIFICATES
  • Possession at time of hire and continued maintenance of a valid California Class C driver's license and a safe driving record or the ability to provide alternate transportation which is approved by the appointing authority.
DESIRABLE QUALIFICATIONS
  • Familiarity with performing arts concepts.
  • Proven ability to communicate and collaborate effectively with an arts community.
  • Familiarity with social media platforms including Facebook, Twitter, and Pinterest.

SALARY - The current salary range for this position is posted on the City website. Appointment may be made commensurate with experience. See the Mid-Management MOU documents on the City website for further details on pay rates and practices.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year - prorated for part-time
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage. Pro-rated for part-time.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
MANAGEMENT LEAVE/OPTIONAL BENEFIT PLAN
80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cashout limited to 20 hours).
RETIREMENT
All regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
