Summary
Leads BCBSA’s legislative and regulatory policy efforts and develops comprehensive and effective strategies to advance our policy objectives and further enhances BCBSA’s policy and market positioning within the industry. This role will be a critical policy voice for BCBSA with government officials and key stakeholders. Leads the development of BCBSA consensus positions with member plans and a broad range of advocacy materials, including business/policy analyses and modeling. Serves as lead advocate in government programs with Plans, coalitions, industry partners, and potentially media. Manages a large, dynamic and experienced team of experts to deliver strong results.
Responsibilities Include But Are Not Limited To
- Anticipate, identify, and prioritize key BCBSA business issues. Collaborate across BCBSA, including lobbying, communications, research, and business teams, to ensure sound position with a holistic health care industry view. Coordinate with member Plan policy, marketing, product management, P&L and actuarial staff to prioritize among competing priorities.
- Work collaboratively with lobbying team to support direct education and engagement with policymakers, including elected officials, state and federal lawmakers, regulators, and congressional staff. Partners with lobbying team to plan and participate in federal lobbying activities with both Congress and the executive branch.
- Senior communicator and contact with member Plans, including strategy calls, briefings, written reports, memos and analyses.
- Develop BCBSA consensus positions and options on key legislation and regulations, including comprehensive, proactive solutions as well as real-time, reactive perspectives. Lead the development and management of policy materials and resources. Work closely with senior executives from BCBSA and member Plans to advance collective policy agenda. Assures that Association policy positions are publicly persuasive and impactful by directing the development of strong policy/advocacy materials, including (as needed) cost estimates, academic studies, modeling, legal opinions, actuarial justifications, case studies, storytelling, briefs, bill summaries, testimony and letters to Congress and the Administration.
- Maintains strong network of policy contacts, to strengthen ongoing relationships with Administration officials and staff to advance policies. Plays a leadership role in working with industry partners and influential third-party stakeholders, including coalitions and campaigns. Serve as liaison with regulatory representatives from other associations in the health sector.
- Work across BCBSA and Plan teams to collaboratively set the strategic policy and positioning to influence key policy decision-makers.
Response:
Required Education, Certifications And Experience
- 3 or more years of experience with staff management and development
- Bachelor’s degree in Political Science, Public Health, Public Administration, or related field.
- 10 years of working with federal legislation, regulation, and government programs
- 10 years of Policy experience
- Must have extensive experience and exposure to and/or health care insurance issues including the legislative and political process and environment, and an understanding of the factors affecting legislative policy developments.
- 10 years of Regulatory and Legislative process experience
Preferred Education, Certifications And Experience
- Master’s degree in public policy, health policy or related field
- Extensive knowledge of managed care and insurance reform issues, operations and policy, as well as knowledge of the federal legislative and regulatory process.
- Experience working with a health plan.
