Job Description

Under the general supervision of the Product Delivery and Support Manager in the Public Health (DSHS) Applications Division of HHS IT, serves as Application Support Manager for the Electronic Health Record (EHR) Support team. Performs advanced management and/or oversight activities for daily operations of business software applications, including managing production systems maintenance, managing new, replacement and enhancement software development projects and consulting on computer related purchases and long-range computer related plans. Work involves establishing short-term, mid-term and long-term goals and objectives; developing guidelines, procedures, policies, rules, and requirements; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and/or evaluating budget requests; and coordinating software projects in accordance to SDLC using both Agile and Waterfall methodologies. Supervises a technical and professional staff of project leader(s), system analysts and programmers by planning, assigning and monitoring work; train, mentor, and evaluate employee performance; reward, discipline and/or resolve employee relations problems; coordinate/approve employee leave to minimize impact on daily operations; and assist manager in hiring new employees. Works under minimal direction with extensive latitude for the use of initiative and independent judgment. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF 1. Supervises project managers/team leaders and highly complex projects that require coordinating, planning, and scheduling during project development and implementation stages. Supervises staff in a matrixed organization overseeing day-to-day operations and ensuring projects assigned to staff are completed on time, within budget, and within scope, and meet quality requirements; ensures projects conform to and comply with all related policies, standards, procedures, activities; and required reports are provided to Public Health (DSHS), HHSC and oversight agencies. Oversees advanced systems analysis and design duties including writing specifications, preparing preliminary analysis/design plans, user requirements, schedules, and budgets. Oversees the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished. May facilitate user design sessions. Ideas are expressed clearly and concisely, both written and verbally, and to address audiences effectively. Participates, or ensures participation, on scrum teams or cross-functional teams to deliver rapid application solutions and value to our customers. (30%)

EJF 2. Plans, assigns, supervises, and evaluates staff. Ensures staff competency levels meet current and emerging technology needs and plans. Counsels, disciplines and recommends resolution for employee problems. Recommends merit increases, promotions and bonuses. Oversees staff schedules, including approval of leave. Assists in training new personnel. Interviews job applicants and make hiring recommendations. Facilitates team meetings. (25%)

EJF 3. Interfaces with customers and stakeholders effectively to assess business systems, processes, and needs and provide automated solutions to problems. Consults with customers on software/hardware purchases. Reviews software/hardware justifications and requisitions, and recommends approval/disapproval. Understands, analyzes, and documents business processes and current state business systems to assess, design, and propose future state system solutions (20%)
EJF 4. Oversees and monitors the maintenance, upgrade, or enhancements of existing systems; ensures system uptime and support meet expected services levels and monitors the resolution of software production problems; maintains appropriate system service level documentation and trends; and ensures the preparation of system level documentation for use by staff and system users. (15%)

EJF 5. Coordinates projects and maintenance activities with other group, branch, and unit managers as needed. Keeps operations updated on priority runs and on-call schedule. Assists in developing strategic plans. Assists in developing agency information resource plans and budgets. Prepares management level reports, such as priority lists, quarterly reports, and operating plan. Advise management of the status and progress of projects and other tasks being conducted. Effectively communicates, both written and verbally. Presentations are well prepared and effective. (5%)

EJF 6. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

  • Ability to form and direct teams to achieve project goals Deep understanding and skill in MS Project and applying earned value management (EVM) to project management

  • Ability to develop test plans, test cases, and test strategies according to industry standard test methods.


  • Registration or Licensure Requirements:


    Initial Selection Criteria:
    Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment preferred. Related work experience may substitute for the required education on a year for year basis with a maximum substitution of four (4) years.

    Applicants must have 3 years’ management experience of software development personnel and the ability to provide leadership to technical and project teams.



    Additional Information:
    This position can telework 100% from any location in Texas consistent with HHS telework policies. Applicants from outside Texas must be willing to relocate within 60 days of hire.
