Working in the Communications Division’s Creative Services section, the Web Branch Manager will lead a group of professionals to innovate on state-of-the-art communications platforms, including Adobe Experience Manager. This role will make a significant impact on TxDOT’s digital trajectory – planning strategy, championing web governance and policy, interacting with agency leadership, and standing up new web experiences, including work on a historic outreach campaign to improve transportation safety tantamount to the Don’t mess with Texas® anti-litter campaign.
This is a hybrid position, and Creative Services places a strong emphasis on creativity and innovation by growing and developing our team, offering space for ideation, trainings, mentorship opportunities, and access to cutting-edge resources.
Essential Duties:
- Collaborates with peers to bring multifaceted creative briefs and projects to fruition.
- Serves as liaison with contract ITD staff to support project implementation and maintenance, including troubleshooting issues and addressing user interface problems.
- Interacts and communicates with the agency's information technology team to address hardware or software issues affecting web sites.
- Oversees the training of district, divisions, and vendors around TxDOT.gov web site governance process and procedure.
- Oversees group of contracted web staff who assist in project management, business analysis, web programming, and content strategy responsibilities.
- Uses Adobe Experience Manager to make content updates
- Serves as representative in interagency groups and on technical committees.
- Manages the Web Services and development staff and directs the administration, management, analysis and enhancement of the department's external web site efforts to ensure consistency with the department's strategic direction.
- Plans, assigns, and supervises the Web team to include, but not limited to, analyzing the layout of Internet and Intranet pages for efficiency and effectiveness.
- Analyzes, evaluates, and make recommendations concerning existing information technology/systems processes and the development of new procedures, standards, tools, and techniques.
- Serves as point of contact on matters related to web, mobile, email, SEO, metrics and social media tools and practices.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in No Specific discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years experience in Information architecture, web development or related activities. Must have 3 years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications:
- Valid driver’s license.
Preferred Qualifications:
- Experience with advanced Content Management Systems, such as Adobe Experience Manager
- Certified Scrum Master
- Experience working on Agile development projects

- Understand and apply basic HTML and CSS
- Explain limitations and capabilities of computer systems and of techniques used in the design of web applications to both technical and nontechnical staff
- Participate in usability projects
- Design web pages; handle multiple projects; schedule, test and install web pages;and to communicate effectively
- Work to understand stakeholder issues and resolve conflicts
- Develop business requirements for website components and applications
