Application And Business Analyst

JOB SUMMARY This position will respond to requests for service from all departments and be the liaison between the business users, outside vendors, GIS and IT technical staff. This includes business need identification, application support and administration for all City software, documentation, application inventory, vendor management, system acquisition and evaluation, user training and management reporting. Project management to ensure projects and budgets meet established targets and timelines. QUALIFICATIONS Education and Experience: Associates Degree or three years of college study in computer science or 2 years extended training in IT field. Four years of progressively responsible experience in Information Technology and enterprise wide vendor software applications and experience in Enterprise software and GIS technology support. CompTIA Project+ required or comparable certificate as determined by the supervisor. (Must be obtained within six (6) months of employment for attainment of position as a condition of continued employment. If the certification expires, becomes obsolete, or ceased to be offered by the certification authority then you are required to achieve a new or higher qualifying certification within one year of expiration.) Must be able to pass FBI criminal background fingerprint check, and have the ability to comply with state and federal requirements for criminal justice information security standards. Special Requirements: Prefer experience in Municipal environment. Valid Texas Driver's license. Must pass a drug screen and doctors physical exam. Knowledge, Skills and Abilities: Ability to prioritize user support requests. Ability to provide advanced technical support to City users. This will include assisting other IT staff with research and implementation for problem resolutions. Ability to research resolutions for support issues and assist the other IT personnel with testing and installation. Ability to collaborate with the business users, GIS and IT staff for business needs identification, acquisition, development, installation and support phases for business and computer applications. Ability to provide security system support to all business users and collaborate with security system vendors for additions/change and maintenance of the system. Prefer experience with Tyler InCode, Central Square, Cartegraph and GIS software. Prefer previous business analyst experience. Knowledge of CJIS security requirements. Knowledge of theory and methods of computer operating systems. Knowledge of data processing availability, recovery and backup techniques. Ability to effectively communicate both orally and in writing. Ability to provide user training and management reporting. Ability to adhere to project time lines and monitor budgetary targets.
