POSITION OVERVIEW

PURPOSE OF HAS DIRECTOR’S OFFICE
The Houston Airport System (HAS) Director’s Office is responsible for the overall management of the Houston Airport System which consists of fourteen (14) divisions: George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU), Ellington Airport (EFD), Information Technology, Human Capital Management, Commercial Development, Operations, Infrastructure, External Affairs, Finance, Marketing, Risk Management, Terminal Management, and the Director’s Office. The Director’s Office oversees strategic and business plan development, process re-engineering, and implementation of variably complex projects that support all airport operations.
PURPOSE OF THE POSITION
Under the guidance of the Administration Manager for the Houston Airport System Director's Office, the position will directly support the HAS Director of Aviation and the Chief Operation Officer (COO) with daily administrative duties and completion of a broad variety of administrative tasks that include managing an active calendar of appointments, completing expense reports, composing and preparing correspondence, arranging complex and detailed travel plans, itineraries and agendas, preparing meeting accommodations, and compiling and organizing documents for meetings. The position will prepare agendas for the Director's and COO's management team meetings. The position will communicate with staff on the Director’s and COO’s behalf and coordinate logistics with high-level meetings both internally and externally. The position will also provide confidential administrative assistance to the Chief Executives, prepare, edit, and revise department/division correspondence, participate in special projects as assigned by the department/division head, and serve as liaison with external institutions, other offices, and external stakeholders. Further, the position will research, analyze, and review new vendors, equipment, services, memberships, and subscriptions, and prepare purchase requisitions to facilitate the purchase of items for the Director's Office. Lastly, the position will manage the centralization and organization of all correspondence and saved documents in the Director's Office to the OneDrive server and facilitate the transition towards an integrated virtual office.

Other duties and responsibilities may include, but are not limited:
  • Prepares, edits and revises department/division correspondence; prepares, edits and revises procedures manuals.
  • Plans, initiates and implements programs and services to meet the immediate and long-range needs of one or more city departments.
  • Researches, analyzes and reviews new vendors, equipment, services and regulations.
  • May coordinate the planning, research, presentation, promotion and evaluation of special programs such as grants.
  • Attends meetings and conferences involving public and private groups and city officials as representative of the department/division head and acts as liaison on matters involving other departments.
  • Assists the department/division in the effective discharge of responsibilities by furnishing analyses, appraisals, recommendations and information concerning the activities and programs reviewed.
  • Prepares speeches and/or remarks for the department/division head; assists as needed with news releases and public relations; responds to the press, officials, clients and the general public on more sensitive department/division issues.
  • Participates in special projects as assigned by the department/division head.
  • May supervise, guide, train or evaluate staff.
  • May coordinate division/department financial operations, including budget planning, integration and oversight, project cost analysis, expenditure control and accounting procedures.

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s Degree in Business Administration, Liberal Arts, or a related field.

EXPERIENCE REQUIREMENTS
Five (5) years of administrative experience is required.

Professional administrative experience may be substituted for the above education requirements on a year-for-year basis.

  • Excellent management, time-management, and problem-solving skills that reflect ability to prioritize and perform multiple tasks seamlessly with excellent attention to detail
  • Ability to work with a broad range of people including associates of the CEO/COO and staff, and others
  • Proficiency in Microsoft Office, including MS Word, Excel and PowerPoint
  • Knowledge of the aviation system and familiarization of stakeholders is preferred
  • Strong interpersonal skills and the ability to build relationships with stakeholders, including staff and external partners
  • The ability to exercise good judgment in a variety of situations, and the ability to maintain a realistic balance among competing priorities
  • Ability to conduct research and present data in a succinct and well-written manner
  • Possessing a Communications, Marketing, or Public Relations degree
  • Excellent writing, editing, grammatical, organizational, and research skills
  • Experience handling confidential personnel or business matters
