Financial Administration, Financial Services Division
GENERAL DESCRIPTION:
Performs analysis, research and accounting of travel vouchers submitted for payment; and, may prepare travel related reports for Executive and Managerial staff. The position requires being able to interpret the General Appropriations Act and travel related regulations and requirements as directed by oversight state agencies. Provides customer service to traveling personnel inclusive of making airline, rental car, and hotel reservations. Serves as primary contact for any travel related questions. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
SPECIFIC JOB RESPONSIBILITIES:
- Performs other related work
- Serve in the capacity of the Department’s travel agent, the point of direct contact with rental car companies, hotels, and airlines
- Audit, code, and enter travel vouchers and ensure their timely processing
- Performs other duties as assigned.
- Responsible for the monitoring of delinquency reports of statewide credit card program and provide status reports as necessary
- Responsible for becoming fully knowledgeable of the Department’s Enterprise Risk Management program and its affect in the Financial Administration Division, including performing risk assessments of the Financial Administration Division’s high impact processes and identifying and communicating controls to mitigate unacceptable risk.
- Prepare deposit vouchers in accordance with cash management procedures
- Provide technical assistance to travel coordinators and staff by interpreting the General Appropriations Act and the Department’s travel allowance manual to identify cost reductions and improve efficiencies
- Responsible for the preparation of travel related documents for the Department’s Board of Directors and Executive Director
- Prepare and reconcile direct and central bill charges for timely payment to vendors
- Prepare and issue travel advance checks
EDUCATION/EXPERIENCE:
- A minimum of two years of State of Texas travel accounting experience is necessary.
- Graduation from an accredited four-year college or university is preferred.
- Experience may be substituted for college on a year-for-year basis.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of Centralized Accounting and Payroll/Personnel/Travel and Expense System (CAPPS) and the statewide accounting system (USAS).
- Advanced knowledge of travel requirements and regulations and the ability to interpret and apply travel related statutes.
- Must have excellent verbal and writing skills
- Must have the ability to deal with difficult situations and people while maintaining effective working relationships.
PHYSICAL REQUIREMENTS:
- This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
- The employee must be able to lift and/or carry up to 15 pounds. Must be able to push and/or pull up to 15 lbs.
OTHER:
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
