SUMMARY OF DUTIES
The Vice President of Housing Services will provide administrative and clinical oversight to all housing and homeless services. The Vice President will directly supervise the respective Program Directors of each program and ensure that the programs are compliant with all State and Federal regulations as well as agency policies and procedures. In conjunction with other agency team members, the Vice President will assist with monitoring productivity and compliance levels, devise and implement quality improvement activities, and assist with utilization management. The Vice President will ensure that the services provided by these programs are of high quality, accessible to those in need, culturally sensitive and integrated with other agency services. In collaboration with the Chief Financial Officer, the Vice President will monitor the cost per unit of service and the fiscal viability of all homeless and housing programs and take corrective action when warranted. The Vice President will also assume responsibility for assessing the community need for new housing services and developing programs in response to those needs. The Vice President will represent the agency's housing programs in the community.
SUPERVISORY RESPONSIBILITIES
- This position is responsible for the direct oversight of the Program Directors within the Housing and Homeless services and indirect oversight of their staff. Supervisory responsibilities of these direct reports include consistent coaching, feedback, & development, review & approval of timecards, completing corrective actions when necessary, and timely completion of performance reviews & development plans.
RESPONSIBILITIES
- Participate as part of the agency's Senior Leadership Team in strategically planning for the future of the organization with emphasis on the needs of individuals within the housing and homeless population.
- Establish annual goals and outcomes, and ensure that the identified outcomes are achieved.
- Ensure that services meet or exceed industry professional standards.
- Develop new programs in response to identified needs.
- Ensure the agency offers effective services to individuals who are homeless/at risk of becoming homeless and/or diagnosed with both a substance use and a mental health disorder.
- Performs all other duties as assigned.
- Assist in development and implementation of agency-owned supportive and affordable housing project
- Provide clinical and administrative supervision to assigned Homeless/Housing Program Directors
- Ensure programs are compliant with all State and Federal laws and regulations as well as Agency policies and procedures.
- Build & maintain effective working relationships with other BestSelf team members as well as other service providers in the community.
- Develop and/or modify written policies and procedures as needed.
- Ensure that program services are accessible to eligible clients.
- Plan for and arrange staff training when necessary and applicable.
- Monitor staff productivity to ensure that standards are met.
- Monitor program budgets, income, expenditures, and cost per unit of services and take corrective actions as needed to address fiscal problems.
- Assume leadership in retaining staff.
- Oversee disciplinary actions when applicable and the completion of staff performance evaluations.
- Represent the agency to OASAS, HAWNY, the Erie County Department of Mental Health, and other interested community entities.
- Ensure that staff needs for supervision and support are met.
QUALIFICATIONS
- Successful interpersonal and organizational skills are essential
- Experience in housing development preferred
- Bachelor's or Master's degree in a behavioral health field and Qualified Health Professional (QHP) preferred.
- Must possess knowledge of mental health and substance use disorders and their treatment and rehabilitation, as well as housing first modality.
- A candidate must possess the ability to respond quickly in a crisis and solve problems effectively.
- Must have excellent written and verbal communication skills.
- Five years full-time direct human services experience, including at least two (2) years supervisory and program management experience in a behavioral health treatment setting.
