The successful candidate should have the following required qualifications:
  • A bachelor’s degree in an appropriate and related field.
  • A demonstrated record of at least ten years’ experience of increasing leadership responsibility, professional success, and high-quality judgment in leadership and management.

Preferred Qualifications
  • Significant experience and success leading major system change and implementations to drive digital transformation in a complex and growing organization.
  • Demonstrated ability to oversee the management of multiple simultaneous projects.
  • Experience with a wide range of information resources at a university or comparable government or corporate entity with similar demands, expectations, and challenges, including proven skills and direct experience in the following areas supporting technology use for student learning, effective technology integration in the classroom to support leading-edge teaching, and supporting technologies for AI/computing-intensive research.
  • Strong financial acumen and sound budgetary judgment; proven ability to manage fiduciary responsibilities of a large and complex budget process; and an understanding of the role that a VPIT/CIO can play in contributing to enrollment growth and revenue generation.
  • Experience and expertise in leading and managing academic (teaching/learning) and research technologies, including open-source software and cloud platforms, and deep understanding of the user needs in a research-intensive university.
  • Experience leading strategic planning efforts.
  • Effective written and verbal communication skills.
  • A demonstrated understanding of the spectrum of information-technology systems and services required at a research university, including emerging technologies.
  • A master’s degree or doctoral degree in an appropriate field.
  • Strong knowledge and understanding of cybersecurity.
  • Demonstrated collaborative and empowering leadership style that shapes culture, incubates talent, and fosters teamwork across organizational boundaries.
  • Experience with collaborative IT Governance and prioritizing IT workloads.


Texas State University (TXST) seeks applications and nominations for the Vice President for Information Technology and Chief Information Officer (VPIT/CIO). The VPIT/CIO will provide leadership, strategic planning, oversight, and operational direction for the university’s central and distributed information technology infrastructure through engagement in institution-wide strategic planning, budgeting and coordination, and integration of IT across the university. This is a unique opportunity for an accomplished IT administrator to provide visionary leadership at one of the most vibrant, diverse, and ambitious universities in the country with one of the most progressive and flexible approaches to work-life harmonization.

The VPIT/CIO will join Texas State University at a time of great momentum and opportunity. In January 2023, TXST released our Hopes & Aspirations High , the vision for the university’s future. Two pillars define Hopes & Aspirations High: elevating student success and achieving R1 status. Several goals support these pillars such as expanding recruitment efforts, increasing enrollment, and positioning TXST as a great place to work and live. A central component of the plan is to develop and implement strategic technologies that can reduce the administrative effort required to achieve our goals.
The VPIT/CIO serves as the principal technology leader for the university, providing the vision and leadership for developing and implementing information technology, strategies, and initiatives across the university, and, when necessary, system wide. Qualified candidates for the VPIT/CIO should be strategic and innovative thinkers who have successfully managed and led organizational and operational change within an institution comparable to TXST.

Job Duties
The vice president/CIO is expected to:
  • Develop and manage budgets, approve purchases, make personnel decisions, and complete performance analyses.
  • Oversee all contracting and procurement for all university technology purchases.
  • Serve as the Information Resources Manager for the Texas State University System Administration, convene the CIO Council for the system’s institutions, advise The Texas State University System Administration on information resources affecting the Texas State University System, and represent the System on various state-wide information technology advisory committees. Ensure compliance with applicable state and federal laws.
  • Lead the process of selecting and prioritizing projects and future directions to meet university requirements, while managing competing expectations from different stakeholders.
  • Establish active relationships with senior administrative and academic leaders in order to serve as a trusted advisor.
  • Guide the management of the campus telecommunications system and campus data centers including the high-performance computing center.
  • Provide institution-wide leadership and direction in the management and integration of technology and strategic workforce planning across the university to maximize synergies and efficiencies.
  • Drive culture change by supporting digital business transformation initiatives to enhance the effectiveness and efficiency of student learning, teaching, research, and administrative operations.
  • Effectively manage the central IT organization, which currently consists of several departments: Technology Resources (TR), Information Technology Assistance Center (ITAC), the Information Security Office (ISO), IT Business Operations/Services/Finance, Technology Innovation Office, and IT Marketing and Communications.
  • Develop the university’s comprehensive strategic IT plan, IT governance structure and processes.
  • Develop and implement a strategic plan and vision for information and technology resources to accelerate TXST’s bold aspirations.
  • Provide a strategic and operational perspective and leadership on how to manage the planning, integration, and control of the university’s information resources to support the university’s mission and help achieve institutional goals of the university effectively, efficiently, and ethically.
  • Work closely with Human Resources to develop a workforce strategy for recruiting, developing, and retaining employees.
