Job Description
Microsoft Cloud Operations + Innovation (CO+I) is the team behind the cloud. CO+I is responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. The role of the US Central Construction Program Manager requires a background in datacenter design, engineering, controls, and operational requirements and an emphasis on project/construction management, datacenter lease market experience, client representation and project and project level services.


The US Central Construction Program Manager is ultimately responsible for the complete project delivery for each site location. The person will also be responsible for ensuring that each project meets the DCD Guidelines and standards, which may be adjusted from time-to-time based on best practices and Lesson Learned drawn from previous projects as well as industry changing best practice.

The US Central Construction Program Manager will coordinate with the Datacenter Engineering (DCE) team and support specialty consultants to update and provide feedback based on design. In managing the delivery of projects, this position aligns team objectives, business processes, vendor management strategies, and cross-group collaboration efforts with the Datacenter Development Project Strategy. In doing so this will result in effective client relationship management and efficiency in cost management and project/Project delivery

The US Central Construction Program Manager will be an advocate for managing a safe worksite. Safety is one of the four pillars of CO+I’s mission in delivering cloud capacity; joined by quality, schedule adherence, and Cost Management.

In addition, this position will be responsible for coordinating and reviewing vendor performance related to cash flow and budget summaries and will clarify those reports in presentations to the delivery and executive chain. Other responsibilities include oversight and project controls {Project Expenditure Request (PERs), Professional Services Request (PSRs), Change Orders, Pay Applications, etc.}. Additional roles include MS partner engagement, as well as participation in communications plans, and community involvement with support from Datacenter Operations (DCOPs), Real Estate Services, Datacenter Services, and Corporate Communications teams.

The US Central Construction Program Manager works directly for the Regional Manager of Datacenter Development for the region where the datacenter development is located and supports the strategic and tactical delivery of datacenter projects in the region.

Responsibilities

Business Processes:
  • Facilitate decision-making to drive solutions, schedules, and manage change as required
  • Apply influence, strategies, and negotiation skills to identify options and recommend solutions
  • Create and maintain best practices to identify and incorporate cost-effective solutions
  • Drive deployment of solutions that can be socialized globally across DCD projects
  • Manage the selection, contracting, and integration of multiple vendors and internal partners

Communication:
  • Report project progress on scope, schedule, and budget weekly or as required
  • Coordinate meetings and activities of vendors, cost managers, and integration of lessons learned
  • Regularly reviews cost and Key Performance Indicators (KPI) metrics, invoices, process/policy communications to client partners
  • Attend scheduled owner/architect/contractor (OAC) and other project meetings, and report as necessary
  • Provide project single point of contact for project development and delivery

Accountability:
  • Work independently in support of the DCD Program
  • Responsible for developing, managing, and reporting on safety, scope, schedule, and budget
  • Direct fiscal responsibility for the approved project budget

Management and contract compliance:
  • Provide team oversight and performance management
  • Preparation of Request for Proposal (RFP’s), PER’s, and other project approval tools & templates
  • Review and approval of vendor/contractor scope of work, and design review of site and building plans
  • Manage compliance within the team and contractors.

Qualifications

Required Qualifications:
  • 7+ years experience in datacenter construction.
  • OR equivalent experience.
  • Bachelor's degree in Construction Project Management, Architecture, Engineering, or related field AND 10+ years of related experience.

Other Requirements:
  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check every two years thereafter.
Preferred Qualifications:
  • Experience managing multiple large multi-faceted projects
  • Datacenter construction or project management experience
  • Ability to independently manage deadlines and support staff
  • Construction Health & Safety Knowledge.
  • Ability to influence cross-discipline teams

Construction Project Management M6 - The typical base pay range for this role across the U.S. is USD $124,800 - $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 - $292,200 per year.
