The Transmission System Planning Consultant will support the engineering team with a comprehensive range of studies and other consulting services to support power delivery utilities to help them make decisions supported by business and engineering analysis.
The Transmission System Planning Consultant will perform the following: transmission planning and operational studies consisting of power flow, short-circuit, transfer capability, transient stability, electromagnetic, reliability, and economic dispatch associated with backlogged management scenarios. The consultant will be a prime contributor in the execution of technical studies. The consultant will work with project managers to direct the technical execution of projects.
This consultant is expected to work with various entities in the industry including independent transmission providers, municipal electric utilities, electric cooperatives, and investor-owned electric utilities. The consultant will directly engage with clients to determine study goals, create project methodologies, and manage a team of consultants/engineers to meet the study objectives, providing our clients with practical and viable deliverables.
Primary Responsibilities
The consultant will support the project managers and direct portions of the project execution including analysis & engineering, staffing plan development deliverables, quality management and schedule. The consultant will assist and manage on-the-job and training efforts for less practiced team members. The consultant will assist the project manager in business development pursuits.
Qualifications
- Ability to independently solve difficult problems that require adaptation and modification of standard techniques, procedures, and criteria
- Excellent written and oral communications skills
- Ability to provide quality assurance and review of studies and reports
- Knowledge of many power territories of the country and independent system operators such as: MISO, ERCOT, PJM, SPP, CAISO, WECC, SERC, NYISO, NEISO
- Professional Engineering License (PE) preferred.
- Understanding of electric transmission systems and transmission system planning processes.
- Capacity to perform under pressure and narrow deadlines
- Ability to travel
- Demonstrated leadership skills.
- Software: Strong competency in industry software including PSS/E. Additional competency in TARA, Aspen, EasyPower, PSLF, EMTP/ATP, PSCAD, SKM, ETAP, and Promod is a plus.
- Minimum 7 years, or Master's in Engineering with 3 years, of related experience associated with electric utility operations, planning, or consulting, or a PhD in Engineering with 2 year of related experience.
- Ability to manage multiple projects simultaneously, including identification of critical path items to ensure deliverable goals and deadlines are satisfied
- Knowledge of NERC and FERC standards
- Demonstrated ability to provide independent evaluation, selection, adaptation, and modification of standard engineering techniques for electric transmission system planning procedures and criteria.
- Bachelor of Science in an engineering field or related degree from an accredited program.
- Developed expertise to independently perform a transmission system planning study.
- Ability to work methodically and analytically in a quantitative problem-solving environment.
- Proven ability to lead, educate, and train a team of engineers and analysts regarding renewable generation studies and design efforts
- Familiarity with power system planning and operations; transient stability, short circuit, and voltage analysis; NERC, FERC, and regional requirements, policies, and procedures; production costing; risk assessment techniques; TPL compliance; generator interconnection; and harmonics analysis.
- Ability to focus on priorities to effectively and efficiently provide services that meet client needs, while also having the ability to identify and analyze details that are critical to project outcomes
- Strong organization, attention to detail, team building, collaboration, organization, and critical thinking skills.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint)
- Enthusiasm to learn new services to support client needs and the market.
- Demonstrated critical thinking skills
