Primary Purpose of Job: MITRE's Center for Government Effectiveness & Modernization (CGEM) FFRDC, particularly the Veterans Affairs (VA) Health Systems & Transformation Division (P850), is actively seeking an experienced and enterprising VA Healthcare Transformation & Strategic Program Manager. This crucial leadership position, based at our MITRE campus in McLean, VA, requires a profound understanding of the Veterans Health Administration (VHA) and VA operational environment, coupled with a demonstrable record of strategic planning and relationship-building within these organizations.


P850 spearheads healthcare modernization, propelling the VA to new levels of excellence with an emphasis on competencies such as Electronic Health Record (EHR) Implementation, Enterprise Modernization & Transformation, Accessible & Sustainable Services, Whole Health, Veteran Experience, and Discovery & Application of Innovation. Using innovation, operational healthcare experience, and emerging technologies & processes, we are committed to crafting solutions that exceed mission requirements. The VA Healthcare Transformation & Strategic Program Manager will engage with division leadership, including the Division Managing Director, Department Managers, Chief Engineers, and CGEM's Chief Medical Advisor, to drive a high-impact, high-quality work program. This position involves identifying, developing, and actualizing opportunities for MITRE to tackle public administration and policy challenges specifically within VA-focused programs and administrations. A proven track record of strategic planning and existing relationships within the VA or VHA is a necessity.


The successful candidate will demonstrate a deep understanding of the VA and its strategic directions and will possess robust professional connections within the VA or VHA. Leveraging this expertise and these relationships, the Program Manager will lead innovation, nurture our talented workforce, and ensure the delivery of top-tier products to our Federal agency partners.


In this role, you will orchestrate technical and healthcare-specific efforts to maximize MITRE’s impact within our VACO and VHA partnerships. You'll foster consistent communication and maintain a comprehensive awareness of current and future needs across the VA Enterprise, strategically positioning MITRE as a trusted partner to tackle the most challenging VA healthcare modernization issues. Regular engagement with project leaders, customers, and the VA Central Office in Washington DC will be integral to this role, as will be the flexibility to travel as necessary.


As VA Healthcare Transformation & Strategic Program Manager, you will drive the VA's modernization journey by leading significant portions of the VA’s FY2022-2028 Strategic Plan, using your VA/VHA-focused knowledge and relationships to accelerate progress. This role will advance the VA’s Strategic Objectives supporting the Strategic Plan: communicating effectively, maximizing performance, evaluating needs, building long-term relationships and trust, delivering timely, accessible, high-quality benefits, care, and services, and fostering transparency and accountability.


The Program Manager, accountable to P850’s Managing Director, will lead the successful planning, development, and execution of VA strategic outcomes and work programs. This role will also involve growing the division’s impact by addressing overarching VA and healthcare policy and administration challenges, a task significantly facilitated by an existing familiarity with the VA/VHA landscape. Responsibilities also include mentoring project and task leaders, providing strategic hiring inputs, and ensuring the delivery of high-quality technical work products.


The ideal candidate will bring subject matter expertise in health policy governing federal health programs within VA, HHS, CMS, DoD, or other sponsoring organizations. Exceptional written and oral communication skills, strategic business development insight, and a solid VA or VHA-related healthcare background are prerequisites for this senior role. Essential Job Functions:


  • Drive the growth of P850's impact with new or existing VA sponsors, addressing pervasive VA and healthcare policy and administration challenges, with the aid of your existing VA/VHA relationships and strategic planning experience.
  • Develop and execute a customer strategy that aligns with VA's mission and healthcare transformation objectives, built upon your knowledge of VA/VHA strategic planning.
  • Serve as a pivotal member of the division management team, providing VA/VHA-focused thought leadership to devise and implement division and department strategies.
  • Resolve VA Technical Acquisition Center (TAC) Program/Project issues, using your established relationships within the VA/VHA community and experience with these specific challenges.
  • Work closely with VA senior government officials, providing policy and regulatory advice rooted in your extensive experience with the VA’s modernization, implementation, and evaluation activities.
  • Strategize with VA’s Chief Medical Adviser, Outcome Lead, Department Managers, and Project Leads, leveraging your deep understanding of the VA/VHA system, to shape critical work programs and deliver impactful outcomes.
  • Expand P850's delivery footprint, identifying opportunities to enhance the division's reach and impact within the VA system based on your knowledge of its strategic directions.

Education, Experience, Knowledge, and Skills Requirements:


Candidate must be willing to operate effectively at high levels within MITRE sponsors and potential sponsoring organizations, recognizing and following through on opportunities in new areas and/or with new MITRE sponsors.


Minimum Qualifications:


  • Experience with Salesforce or similar customer relationship management (CRM) tools for business development within the VA/VHA.
  • Demonstrated experience in managing a work program within the VA/VHA and ensuring its alignment with strategic goals.
  • Demonstrated ability to work across multiple organizations within the VA/VHA and effectively integrate efforts to achieve impactful projects.
  • Demonstrated experience in leading successful outcomes and managing large, complex projects or initiatives within the VA/VHA.
  • Applied expertise in electronic information exchange between health data systems and other information systems within the VA/VHA.
  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.
  • Outstanding communication skills, with the ability to effectively interact and convey information to all levels of sponsors, internal management, and staff within the VA/VHA.
  • Strong business acumen with a proven track record of identifying and capturing new work opportunities within the VA/VHA.
  • Knowledge of federal health policy and its impact on program implementation and execution within the VA/VHA.
  • Proficiency in, or understanding of, relevant technology areas, such as systems engineering, business architecture, data analytics, organizational health, EHR, ERP, etc., as applied within the VA/VHA.


Preferred Qualifications:


  • Experience in convening and leading diverse stakeholder groups within the VA/VHA.
  • Proven experience in transformational leadership, managing change, and implementing innovative approaches in a VA/VHA healthcare setting.
  • Clinical experience within a VA/VHA healthcare setting or similar environment.
  • Knowledge of clinical quality measures, clinical decision support systems, and relevant health vocabularies or thesauri within the VA/VHA.
  • Experience working with the Federal Government in a consulting or advisory role, particularly with the VA, VHA, or similar healthcare organizations.
