This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.


Summary Of Duties


The Senior Program Manager is responsible for delivery of very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies, and assets. Individuals in this role work independently with some indirect supervision SFA Director or Sr Director and have direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.


Essential Functions


  • Hire and mentor junior level Project Management staff and matrixed team members and provide guidance on adherence to the Project Management practices.
  • Identify and evaluate the risks associated with program execution and work across organization to establish and monito mitigation plans
  • Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate control’s mechanisms
  • Develop and maintain required program management artifacts and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
  • Experience managing IT design, deployment and integration of multiple technologies such as Audio/Visual systems, Content Management Systems, Video Surveillance Systems, DAS and Access Control Systems.
  • Establish Program Governance and Controls structures to enable effective escalation and decision-making processes.
  • Coordinate multiple project teams, vendors, and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
  • Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators
  • Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions
  • Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
  • Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
  • Identify efficiencies and present recommended improvement opportunities at various levels of management.


MINIMUM KSA (Knowledge, Skills And Abilities)

  • PMP Certification in good standing
  • Bachelor’s degree with a minimum of 10 years of relevant work experience or any equivalent combination of education and experience.

  • Excellent analytical, mathematical, and creative problem-solving skills.

Communications And Interpersonal Skills


Must have excellent oral and written communication skills.


The salary/hourly range is $131,330-$170,200. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
