Founded in 1969, the National Council for Mental Wellbeing (National Council) is a membership organization that drives policy and social change on behalf of nearly 3,500 mental health and substance use treatment organizations and the more than 10 million children, adults and families they serve. The National Council is a 501(c)(3) association that advocates for policies that ensure people who have mental health and substance use challenges have access to comprehensive, high quality services. We also offer state-of-the-science education and practice improvement consulting and resources to ensure services are efficient and effective.
Position Summary
The Practice Improvement and Consulting Department (PIC) is central to the National Council’s goal of providing timely and meaningful technical assistance and consulting to community mental health and substance use services organizations and others serving the health of our nation. As directed by the Senior Director/Director, PIC, the Project Manager position provides project management support for PIC workforce related initiatives focused on developing actionable and innovative solutions to address the mental health and substance use workforce crisis. This position assists in the day-to-day operations of the department within the framework of the National Council's strategic goals and priorities. We seek candidates who are positive, inventive, proactive, and efficient while maintaining an approachable and professional presence to internal and external audiences. While this position can be based remotely anywhere in the United States, our primary work hours are 8:30 AM to 5:00 PM Eastern time zone hours.

Project Overview
This position will lead the National Mental Health Workforce Acceleration Collaborative, a new National Council initiative that aims to increase the number of qualified licensed mental health and substance use treatment clinicians, while enhancing diversity, equity and inclusion in patient-facing mental health and substance use treatment positions.
Responsibilities
PIC Department Activities
- Organizational Activities – Participate in other National Council activities
- Monitor project finances, including the development of project budgets, staffing allocations and financial projections
- Draft progress reports and other materials that describe project milestones and results
- Participate in department, project and all staff meetings
- Develop and monitor work plans for projects of varying sizes and degrees of complexity; work with teams to execute projects and product development
- Support proposal and business development efforts as needed
- Manage relationships and collaborate with PIC staff, consultants and subcontractors, other National Council departments and both public/governmental and private external clients/customers
- Monitor performance and communicate areas of risk and opportunity to the project director and other National Council leadership, where appropriate
- Manage project data and evaluation activities
- Present during webinars and meetings as needed
- Provide project mentorship to coordinators and interns
- Facilitate internal and external meetings as needed
- Develop and/or curate technical assistance and educational resources that benefit the field; includes conducting research, synthesizing information and developing materials tailored to specific audiences
- Carry out other duties as assigned
- Create new tools and processes, where needed, to support successful project management
- Interact with other team members, including task oversight and delegation, to develop and execute work plans
- Travel on behalf of the National Council as needed
Required Qualifications
- Bachelors’ degree with 4-6 years of project management experience, or Masters’ degree with 2-4 years of experience.
- PMP certification is desirable
- Background in workforce development, organizational development, or work-based learning programs in a public health, mental health and substance use services setting is desirable
Knowledge, Skills and Abilities
- Experience with in-person and virtual meeting planning and coordination
- High level proficiency in Microsoft Office—MS Word, Excel, Outlook, and PowerPoint
- Exceptional written, oral, and interpersonal skills
- Ability to quickly learn new software platforms and programs
- Ability to manage multiple priorities and meet deadlines in a demanding, fast-paced environment
- Experience supporting grants or contracts oversight, including budget, resource, task and timeline management
- Ability to travel up to 20%
- Process-oriented ability to identify areas for continuous quality improvement and manage solutions implementation
- Results-oriented with a high attention to detail
- Proficiency in virtual meeting/collaboration, project management, and survey software (e.g., Zoom, Teams, Asana, Survey Monkey, Higher Logic)
