JOB SUMMARY
The California Virtual Campus (CVC) is a state-wide online education initiative to help students reduce time to graduation or transfer through centralized access to high-quality online courses and programs across the California Community Colleges (CCC). The CVC includes a state-wide online learning technology ecosystem, course exchange, common learning management system, faculty professional development, and an overall focus on increasing equitable outcomes for students. The CVC is operated by the Foothill - De Anza Community College District on behalf of the California Community Colleges Chancellor’s Office as the recipient of the state-wide Online Education Initiative (OEI) grant. Composed of high-quality online courses, resources for students, and educational technologies, the CVC represents a comprehensive and collaborative program that increases the opportunity for higher education degree attainment in California.
The CVC Exchange, located at cvc.edu, includes a student-centered, searchable catalog of online courses and programs across nearly 90 California Community Colleges, and is rapidly growing. Typically, students utilizing the CVC Exchange are searching for an online course not currently available at their home college or are searching for a fully online program of study. The product is currently comprised of SaaS vendor products and API-based data integration with individual CCC districts. The system enables a growing number of CCC students to register, without completing a new application, in available online courses outside of their home colleges, while also integrating financial aid, payment and credit transfer between colleges.
This position serves as the lead for systemwide technical implementation of the CVC Exchange (including but not limited to Home College readiness, Teaching College integration, resolving production issues and errors, and ongoing deployment of feature enhancements per the product road map). This includes ensuring adherence to established project management frameworks and methodology, change management protocols, effective communication with internal and external stakeholders, and resolution of technical and programmatic issues as escalated by the CVC team. Additionally, under the direction of the Director for Information Technology, this position will supervise and ensure successful vendor and CVC team operations, coordinate functions between vendor SaaS providers, and oversee CVC employees, contractors, and consultants in their respective assignments.
This position is expected to work primarily remotely; however, periodic travel to the district, State Chancellor’s office, or other locations may be required to meet program needs. Office space at the Foothill – De Anza Community College District site may be provided at the discretion of the Executive Director. Most work is completed using videoconferencing, telephone, and collaborative tools such as Zoom, Slack, G-Suite, Office 365, and similar technologies.
DEFINITION:
Under the direction of an assigned ETS Director this position will provide leadership and supervision to a group who is responsible for developing and implementing information technology initiatives that support the strategic objectives of the District. Establish and maintain the policies and procedures for project management methodology and defining, testing, and installing information technology initiatives based on the user-defined business requirements. Provide an effective liaison between the functional departments, the ETS service departments, and key user groups, as well as external vendors providing IT services.

EXAMPLE OF DUTIES AND RESPONSIBILITIES:
Depending upon assignment, duties may include, but are not limited to, the following:
- Counsel employees; address performance problems through corrective disciplinary action; suspend and/or terminate personnel according to established policies and procedures.
- Actively pursue issue resolution, and communicate project status/issues to functional users, stakeholders and operational management.
- Approve monthly time and attendance records and approve requests for time off and additional time worked, including any overtime worked and compensatory time worked/taken.
- Prepares job descriptions, identifies staffing needs, provides general directions, assigns specific tasks and responsibilities, evaluate and mentoring staff.
- Continually monitors individual staff and contractors to insure meeting of specific deadlines.
- Plan, coordinate and arrange for appropriate training for assigned personnel; develop and initiate departmental activities, orientations and in-services to review policies and procedures of the program, the College and changes on State regulations.
- Coordinates and actively participates in all stages of project development including research, design, programming, testing and implementation; interacts with different level of technical staff in every stage of the project development.
- Provides supervision and guidance to the Project Management Office coordinators, system administrators, programmer analyst and database coordinators.
- Oversees various systems/applications projects with different complexity, cost, time-constraints, internal and external staffing, and resources including software and hardware.
- Interview, select and hire employees; supervise, assign, direct and schedule work activities; explain how duties are to be carried out.
- Performs other related duties of a comparable level as required.
- Evaluate the performance of assigned personnel; effectively communicate how the performance of duties will be measured; recommend promotions and rewards for service.
- Perform/organize user acceptance testing. Prepare project status reports for Senior Management.
- Track and fully document changes to functional and business specifications during project development, complete the full project documentation and knowledge transfer to Business Continuity Group after project’s completion.
- Address and resolve a wide variety of concerns and complaints; adjust grievances; recommend transfers and reassignments.

MINIMUM QUALIFICATIONS:
- Three (3) years of combined experience of:
- Five (5) years of combined System Analysis, Programming and Project Management.
- Ten (10) years of professional IT work experience.
- Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
- Any combination equivalent to a BA/BS of a relevant field (Computer Science/IT/Business) or equivalent.
- JAVA, PL/SQL, PHP, SHELL SCRIPTING.
- Database Technology and Software Development Life Cycle.
- Unix/Linux, Web Development and Data Center Operations & Management.
Preferred qualifications
- Three (3) years of Banner/Oracle experience.
- Familiarity with the latest Project Management best practice and Management Tools.
