We are looking for a Project Administrator to join the Grants & Special Projects Unit within the Office of Medicaid and CHP+ Behavioral Initiatives and Coverage (BHIC)!


BHIC is responsible for the administration and performance of Medicaid State Plan services and programs. BHIC plays an instrumental role in achieving the Department's mission to improve access to cost-effective, quality health care services for Coloradans. The Grants and Special Projects Unit is responsible for ensuring the grants and special projects requirements and priorities are achieved through coordination across the department and with stakeholders.


This position was created by federal legislation through H.R. 1319,


The American Rescue Plan Act (ARPA) of 2021.


This position can work fully remotely from anywhere in the State of Colorado.


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**


Description of Job


What You'll Be Doing As Project Administrator


  • Recommends to management and implements critical program and policy decisions related to the projects they are assigned.
  • Leads project team members to successful completion of projects to realize the long-range strategic objectives of the Department.
  • Recommends and oversees the resource allocation related to project activities and the monitoring of project related tasks for quality and timeliness.
  • Manages processes with internal and external stakeholders to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate federal and State approvals.
  • Assists the Department with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.
  • Collaborates with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives.
  • Staff authority for the American Rescue Plan Act (ARPA) project planning, implementation, oversight, and reporting. This includes ensuring compliance with state and federal requirements related to the Act.
  • Requires interaction with a range of internal and external stakeholders, most often managing several projects and project teams simultaneously.
  • Seeks to clarify information and decisions from all stakeholders in the preparation of both temporary and permanent solutions to business needs.
  • Responsible and accountable for planning, overseeing, monitoring, tracking and leading the ARPA projects it is assigned through the full project management lifecycle.
  • Responsible for project activities that may include a business needs assessment and definition to determine system and operational solutions for timely and successful implementation and maintenance of compliance and system objectives.

HERE'S WHAT WE NEED YOU TO HAVE:


Seven total years of professional experience in health care, project management, community based programming, or an occupational field closely related.


OR


Bachelor's degree from an accredited institution in social work, health care administration, public health, or a field of study related to the work assignment AND three years of professional experience in administering programs, project management, behavioral health care, or an occupational field closely related.


Substitutions


A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.


A relevant advanced degree from an accredited college or university may be substituted for the bachelor’s degree and at the agency's discretion, one year of professional experience respectively.


Preferred Qualifications

  • Experience with Project Web App or Microsoft Project software

Conditions Of Employment


  • This position may require occasional travel within the state.

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • This is a term-limited position with funding through December 31, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
