- Recommends to management and implements critical program and policy decisions related to the projects they are assigned.
- Leads project team members to successful completion of projects to realize the long-range strategic objectives of the Department.
- Recommends and oversees the resource allocation related to project activities and the monitoring of project related tasks for quality and timeliness.
- Manages processes with internal and external stakeholders to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate federal and State approvals.
- Assists the Department with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.
- Collaborates with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives.
- Staff authority for the American Rescue Plan Act (ARPA) project planning, implementation, oversight, and reporting. This includes ensuring compliance with state and federal requirements related to the Act.
- Requires interaction with a range of internal and external stakeholders, most often managing several projects and project teams simultaneously.
- Seeks to clarify information and decisions from all stakeholders in the preparation of both temporary and permanent solutions to business needs.
- Responsible and accountable for planning, overseeing, monitoring, tracking and leading the ARPA projects it is assigned through the full project management lifecycle.
- Responsible for project activities that may include a business needs assessment and definition to determine system and operational solutions for timely and successful implementation and maintenance of compliance and system objectives.
- Masters degree in Public Health Administration, Health Care Administration, or related field
- Clearly communicating complex concepts in various settings
- Previous relevant professional state experience
- Previous professional experience with
- Utilizing data for performance improvement and program development
- Medicaid, health care or health policy as an administrator
- Stakeholder engagement
- Experience with Project Web App or Microsoft Project software
- Ability to learn complex issues, apply knowledge and assume increasing responsibility.
- Ability to skillfully problem solve and manage disagreement
- Ability to work independently, curious about a wide range of health related topics, and willing to learn.
- Good customer service skills with a focus on problem resolution
- Ability to independently identify opportunities for program and process improvement
- Ability to explain complex systems to a wide variety of audiences
- Strong cross team facilitation

- This position may require occasional travel within the state.
